The United States of America (US) announced this Monday its intention to integrate, as a founding associate member, the registry of damages caused by the Russian aggression against Ukraine, an initiative of the Council of Europe.

As Head of the US Delegation to the Summit of Heads of State and Government of the Council of Europe, Ambassador Linda Thomas-Greenfield, U.S. Representative to the United Nations (UN), will represent the United States in accession to the comprehensive partial agreement that the register”the US mission to the UN said in a statement.

Registration is one of the most important decisions that will result from the summit of the Council of Europe, the organization from which the Russian Federation was suspended on February 25, 2022 and excluded on March 16 of the same year.

“As President Joe Biden has stated, the United States is determined to hold Russia accountable for its war of aggression against Ukraine.”said Thomas-Greenfield.

“Setting up a damage register to document claims from Russia’s brutal war is a crucial step in this effort. Together with the Council of Europe, we support Ukraine.”added the diplomat.

In November 2022, the UN General Assembly passed a resolution recommending the creation of an international register of damages caused by Russia’s “internationally wrongful acts” in Ukraine.

By setting such a record, the Council of Europe is taking an important step in holding Russia accountable for its war of aggression, according to the US mission to the UN.

The US government plans to provide funding and work with Congress to support the initiative.

This will be one of the most important decisions that will emerge from the summit of the Council of Europe, the organization from which the Russian Federation was suspended on February 25, 2022 and excluded on March 16 of the same year.

A national diplomatic source told the Lusa agency that the completion of this register of damages caused by Russia in the war against Ukraine is considered “a first step towards the subsequent establishment of a compensation mechanism”.

In addition to this agreement between the member countries of the organization, the summit that will take place from Tuesday to Wednesday in Reykjavik, Iceland, should also issue a political statement that aims to form a document “of union around the values ​​and principles” . of the Council of Europe, according to the same source.

The Council of Europe was established in 1949 to promote human rights, democracy and the rule of law. Headquartered in Strasbourg, France, it includes 46 Member States, 27 of which are members of the European Union. The United States participates as an observer state.
