The European Commission on Wednesday praised the European Parliament for being “the first in the world” to approve rules on Artificial Intelligence (AI), making the European Union (EU) the first bloc in the world to regulate this technology.

“I welcome the European Parliament’s vote today on its position on the AI ​​Law, the world’s first comprehensive regulatory framework for AI,” reacted European Commissioner for the Internal Market, Thierry Breton.

In a reaction sent to the Lusa agency, the European head of guardianship points out that “the European Parliament becomes the first parliament in the world to vote on a complete regulation on AI”.

Still, according to Thierry Breton, “there is no time to lose” for a final agreement on this new legislation.

“We are organizing the first trilogue tonight in Strasbourg and I am counting on the next Spanish presidency of the EU to work on this important dossier, in order to have a final text by the end of the year”, appealed the European commissioner, stressing that “it has It’s time for Parliament and Council” to act to create “effective transparency requirements for AI-generated content and strict anti-counterfeiting rules.”

Thierry Breton adds, in the note sent to Lusa, that he will travel to San Francisco, in the United States, at the end of this week, to meet with the people in charge of Meta (owner of Facebook), Mark Zuckerberg, and OpenAI (owner of ChatGPT). , Sam Altman, to discuss this new legislation.

The European Parliament has given this Wednesday the ‘green light’ to the first EU rules for AI, which it will now negotiate with the Council, to prohibit biometric surveillance and impose transparency in systems such as ChatGPT.

At the plenary session of the European Parliament, in the French city of Strasbourg, the MEPs approved with 499 votes in favour, 28 against and 93 abstentions their negotiating position to start talks with the EU Member States (represented in the Council) on the final form of the AI ​​law, which the Commission hopes will come to fruition later this year.

Specifically, in this position now adopted by the MEPs, it is defined that the new rules provide for a total ban on AI for biometric surveillance, emotion recognition and preventive surveillance, imposing that the systems that generate this technology such as ChatGPT indicate in a transparent way that the contents have been generated by AI and although the programs used to influence voters in elections are considered high risk.

In 2021, the European Commission presented a proposal to regulate AI systems, the first legislation at the EU level and which aims to safeguard the fundamental values ​​and rights of the EU and the safety of users, forcing the systems considered high risk to meet mandatory requirements. related to its reliability.

This will therefore be the first regulation aimed at AI, despite the fact that the creators and developers of this technology are already subject to European legislation on fundamental rights, consumer protection and standards on product and safety safety. responsibility.

AI has been increasingly used in areas such as entertainment (content personalization), ‘online’ commerce (predicting consumer tastes), household appliances (intelligent programming) and electronic equipment (use of virtual assistants such as Siri or Alexa, among others) .
