Social leasing is a victim of its success: is it too late to apply it?

Limited to 25,000 files this year, social leasing is already a victim of its success: 35,000 eligible people have received a proposal from a manufacturer.

Electric cars for less than 150 euros per month, and even less than 100 euros per month for urban ones, this is the government’s promise with social leasing. A system that is logically being very successful, with more than 91,000 requests made on the official “my electric leasing” website.

35,000 validated files for 25,000 places

In a symbolic operation this Monday morning in Joinville-le-Pont (Val-de-Marne), the Minister of Ecological Transition, Christophe Béchu, handed over the keys to one of the first vehicles delivered within the framework of this social lease.

The opportunity for the Minister to return to the figures around this system is intended to be a reminder for modest workers (reference tax income per share less than 15,400 euros per year) who reside at least 15 kilometers from their place of work and They travel at least 8,000 kilometers per year. year as part of their professional activity.

In particular, he indicated that “the merchants contacted just over 35,000 people to present them with a firm offer.” This is an interesting fact because the 91,000 people who asked to be contacted from the “my electric lease” site are not necessarily eligible for this system.

On the other hand, we still don’t know how the lucky 25,000 chosen for 2024 will be selected? A rule of first come, first serve or according to social criteria? The ministry has not yet responded to our questions on this issue.

What margin in the budget?

In fact, the government had announced a goal of 25,000 validated files in 2024, but, given the success achieved, the bar could be raised to 40,000 files.

However, the amount allocated to aid for the purchase of vehicles of 1.5 billion euros (ecological bonus included) cannot be extended. With a State contribution estimated at 13,000 euros per social leasing file, the bill represents 320 million euros for 25,000 files. When increased to 40,000 files, the budget reaches 520 million euros, or more than a third of the aid allocation.

An ecological bonus that must also go from 5,000 to 4,000 euros, but which remains stuck in the first amount, waiting for the publication of the decree that sets this amount from January 1, not yet published this Monday, January 22.

Enough to potentially revise ambitions down a bit. If the Government had always mentioned its desire to extend the system to all French people with low incomes (not just the employed), Christophe Béchu clarified this Monday morning that the selection criteria should not “move”.
