Technical inspection of 2 wheels and cars without a license: who will be affected from April 15?

The technical inspection for category L (mopeds, 2 and 3 wheels, motorcycles, quads and cars without a license) comes into force this Monday, April 15. Initially, only models registered before 2017 will be affected, but also some resold second-hand models.

This Monday, April 15, the technical inspection of “2 wheels” will begin (mopeds less than 50 cc, scooters with 2 and 3 wheels, motorcycles). An obligation that affects category L more generally and, therefore, also cars without a permit or quads. Be careful not to expose yourself to a fine of 135 euros for lack of technical inspection.

Light vehicles before 2017

For this launch year in a tense context, only vehicles whose first registration has been carried out will be permitted. before January 1, 2017 they are worried. But you will have to look carefully at your registration document: those whose anniversary date is before April 15 (therefore for all years before 2017) must pass this technical inspection before August 14.

Therefore, there will be no possible fine for failure in the technical inspection before this date of August 14.

Those whose birthday is after April 15 (always for years prior to 2017) may approve it until December 31, 2024 (no later than 4 months after the anniversary date).

Sales of a used model before 2020

A technical inspection of less than 6 months. It will also be necessary in case of second hand sale (unless you sell it to a workshop or dealer). However, since the first check will be carried out five years after the first registration, only category L vehicles whose first registration was carried out before 2020 will be affected this year.

For example, if you sell a 2-wheeled vehicle whose first registration is registered on September 10, 2019, you must present proof of technical inspection if you sell it on or after September 10, 2024.

A “5-3-3” periodicity

After this first technical inspection to be carried out 5 years after the first registration, it will be necessary to approve it every 3 years (“5-3-3”). For passenger cars, it is 4 years after first registration and then every 2 years (“4-2-2”).

In 2025, the recovery will continue. In fact, it will be the turn of the first registrations made. between January 1, 2017 and December 31, 2019.

In 2026first registrations from January 1, 2020 to December 31, 2021.

In 2027we will reach the first records made in 2022 and the normal technical inspection schedule for vehicles of this category L (or “CT CL” or “CT L”). In fact, we will celebrate 5 years since the first registrations in 2022.

Are the centers prepared?

At the beginning of last March, the Motovision chain (Autovision brand dedicated to this VL CT) recalled that there are more than 3 million two-wheeled vehicles circulate in Franceto which we must add 30,000 leisure quads AND 25,000 cars. This leads to an estimate of between 800,000 and 1 million vehicles that need to be serviced per year.

We consider that From 50 to 60% of the 6,700 technical inspection centers In France, this technical inspection will be offered for light vehicles, that is, between 3,350 and just over 4,000 centers.

“You can use an online service to find a technical inspection center near you,” recommends the public service website, and check that it is approved for this inspection of a category L vehicle.

“You must present the original registration certificate (gray card) of the vehicle except in certain situations,” the information page specifies.

What price?

If the government had mentioned a price of 50 euros, it would surely be closer to the already existing technical inspection (79 euros on average in 2023).

According to the first prices recorded on online appointment booking platforms, we can expect 60 euros for a moped and almost 70 euros for a motorcycle, a quad or a car without a license.

However, an amount that must be put into perspective because this technical inspection will be carried out every 3 years.
