ZFE: The Government will propose to reemain the obligation of Paris and Lyon

The Ecological Transition Minister proposes to make ZFE mandatory only for the agglomerations that exceed the regulatory thresholds of air quality for the last three years.

While the law and the RN in the National Assembly are intended to eliminate the low -issuance areas (ZFE), through the Simplification Law Project, the Government indicated that it was going to propose to maintain a minimum obligation for Parisian and Lyonnaise agglomerations. Because it is a “device that has been demonstrated”, in the fight against air pollution, according to the Cabinet of the Minister of Ecological Transition Agnès Pannier-Runacher, the government will deposit an amendment to restore a modified version of these famous ZFE in the text.

Started in 2019 and extended in 2021, the ZFE show the objective of improving air quality and limiting emissions of fine particles, responsible for respiratory diseases and 40,000 deaths per year according to public health France, excluding certain vehicles according to critical stickers. Currently, they limit the circulation of Crit’Air 3 vehicles, the diesel cars registered before 2011 and the gasoline cars registered before 2006.

But the policies on all sides accuse them of excluding population categories or modest penalties. During the examination in the Commission of the Simplification Bill, the deputies of the right and the national rally made adopted identical amendments that provide their direct suppression, with votes from the central block and the abstentions to the left.

More obligation to establish them in the agglomerations of more than 150,000 inhabitants

During the examination in the hemicycle, which will begin next week, the minister will propose to make them mandatory only for the agglomerations that exceed the regulatory thresholds of air quality during the last five years, according to the amendment consulted. A measure that would have the effect of confinement at this stage the obligation with the Parisian and Lyonnaise agglomerations, according to the minister’s cabinet. The amendment would eliminate the obligation to establish it in all agglomerations of more than 150,000 inhabitants, leaving the hand to local elected officials.

“We want to maintain a legal basis so that the communities that wish to continue create it simply,” said the firm.

The amendment also plans to soften the application framework and, in particular, the exceptions already planned, provided that the study prior to the establishment of a ZFE can allow derogations based on factors such as the “quality of the public transport network”, or “the presence of bypass”. Agnès Pannier-Runacher proposed in parallel the organization of a “air quality roquelaure”, in April, to “gather elected officials of the territories where quality is significantly below the WHO recommendations and” improve existing devices. “
