A mandatory technical control every year? The Government opposes Brussels’s proposal

The Ministers of Transportation and Europe have affirmed their opposition to this measure of the European Commission. This proposal would refer to cars over 10 years.

A technical control every year, instead of every two years, for older cars. The European Commission proposed in a proposal to amend the directive related to technical control on April 24. This measure must still be voted by the European Parliament to be definitively validated and, therefore, transpose to the law of each Member State, but the Government has already affirmed its opposition to such an extent.

This Tuesday, in the National Assembly, Transport Minister Philippe Tabarot said he was “resolutely opposite”, as his colleague by Europe Benjamin Haddad, as he describes as “deeply unfair.”

“It’s a more restriction”

“This proposal could affect millions of French and legitimately worry about our fellow citizens, said Philippe Tabarot. It is another restriction, an additional expense that our fellow citizens did not ask and that certainly do not need.”

The minister still said in favor of an evolution of regulations to take into account new technologies, such as electric car or handling aid.

In the motivations to develop this regulation, the European Commission indicates the fight against pollution and road safety, within the framework of a global union policy to reduce the number of deaths on roads.

This proposal comes in particular in the context of a generalized aging of the park in France: almost 12 years on average. According to the Specialist Maintenance Point S, “53% of the car fleet is over 10 years old” in France, “more than 22 million cars.” Motorists maintain their longest vehicle compared to the high cost of new cars. Quality and, therefore, the life of vehicles has also improved.

Beyond the authorities, the annualization of technical control also raises questions. “If there was a real study that showed us that vehicles over 10 years of age caused more accidents than the others and that would be worth doing additional technical control, I think we would all agree. However, there is no study, nothing, not even a counter-visite that would suddenly explode for these vehicles of more than 10 years. This is the reason why we are perplexed to this extent,” said RMC Mobilio of the vehicles, the clubs of the association.

“This regulatory overwin is counterproductive,” said Christophe Rollet, managing director of the Point S.

“It is not based on any solid base and feeds a form of contempt towards a population that depends on their vehicle to work, live and move decent. The first affected are those that do not have the means to pay a new and/or electric vehicle, are they defective and sanctioned?”
