Technical control of two-wheeled vehicles: the Government could make the measures of the decree more flexible

The motorcycle federations had mobilized against a technical control four years after the purchase of the vehicle and then every two years. According to Le Parisien, the government could finally opt for a transfer to a technical center after three years of the purchase followed by a rhythm of three years.

The government seems to listen to the discontent of the bikers. Last summer, the decree that provided for a visit to a technical center four years after the purchase of a two-wheeled vehicle and then every two years had been repealed by the executive. Before, the Council of State considered this suppression of control “illegal” just three months ago and forced the Government to restore it under European legislation.

The reversal of the situation had caused a strong mobilization of the motorcyclist federations but also of those responsible for the technical centers who felt that they did not have the indications or the means to start carrying out these controls in a short time. According to information from Le Parisien, “the Ministry of Transport, in the maneuver, is preparing to announce that the first review will only be carried out five years after the vehicle is put into circulation, with a mandatory visit every three years afterwards.”

An entry into force before the start of the school year in September?

Following the decision of the highest French administrative court last autumn, Clément Beaune has begun consultations with environmental associations and representatives of motorcyclist federations to agree on “the least punitive and the most consensual” in the face of the new decree. Scheduled for the month of January, it would finally be put on hold due to a political context already largely occupied by the pension reform.

However, Le Parisien already confirms that the technical control will apply to two-wheeled vehicles of more than 50 cm3 and that the tests will consist, in particular, of checking the emissions of pollutants and the noise level of the vehicles. In addition, the price of these visits must not exceed 50 euros. As for the possible date of entry into force of the system, this could take place not before the summer, as the executive initially wanted, but in the second semester. Upstream, the text will undergo an online public consultation for just under a month.
