The measure was acknowledged by the State Secretary for Public Administration, Inês Ramires, who spoke to journalists after the second round of negotiations with the sector’s unions on the valuation of civil servants.
In this situation, senior technicians who earn 1,424.38 euros (third salary position) and also those who receive 1,632.82 euros (fourth position).
“The agreement [com os sindicatos] is not closed because together with the salary update negotiations we have presented a series of other measures” which will be negotiated from the second half of October, the minister began to emphasize.
At stake is the improvement of general careers in the civil service (senior technicians, technical assistants and operational assistants).
Asked whether the government’s proposal regarding senior technicians will be applied as early as 2023, Inês Ramires said that this is “the beginning of the government’s proposal”, that is, “that the third and fourth position in the careers of senior technicians is a extra appreciation on top of that of all employees, of 52 euros”, so an increase of 104 euros.
“It will come into effect in January 2023,” the minister said, without specifying the number of employees.
The measure is similar to this year’s for senior technicians in the first and second pay positions.
According to the government’s proposal, the general board positions will receive a salary increase on top of the minimum annual update of 52 euros until 2026, as part of the revision of the salary table, whereby this ‘bonus’ will also be applied in 2023 to assistants technical.
The rate of valorisation of the three general professions of public administration will still be negotiated with the trade union structures.
But for 2023 it is already certain that technical assistants will increase two salary levels (another 104 euros including the annual salary update) to about 860 euros.
According to the latest statistics from the Directorate-General for Administration and Public Employment (DGAEP), in June there were nearly 168 thousand operational assistants, almost 92 thousand technical assistants and 76 thousand senior technicians.
In 2022, most of the approximately 740 thousand civil servants had a salary increase of 0.9%.
In turn, in 2022, entry-level salaries for the assistant coach career rose by €47.55 in 2022 to €757.01, while the first two positions of the senior technician career rose by €52 (to 1,059). 59 euros and 1,268.04 euros, respectively) and doctorates were valued at around 400 euros (to 1,632.82 euros).
