The State wants to take more money from inactive accounts to finance associations

Since 2020, 20% of the volume of these accounts is allocated to financing associations, the goal is to increase to 40%.

The Government wants to increase the financing of small “local and everyday” associations by about 20 million euros, “without increasing the State debt”, resorting to a greater extent to inactive bank accounts, the Secretary of State for Youth announced on Tuesday, Prisca. Thevenot.

“Many inactive bank accounts, unclaimed for decades, are deposited in the Caisse des Dépôts. Since 2020, 20% has been allocated to financing associations, we will increase to 40%,” he announced to AFP, specifying that the Government will introduce modifications. for this purpose in the finance bill.

“This represents about 20 million additional euros each year, which will be added to the more than 50 million that the State pays each year to associations within the framework of the FDVA (Fund for the development of associative life),” he explains.

This fund finances the operation or innovative projects of associations, mainly small and medium-sized ones. Among them, local sports associations, MJC, senior committees, etc.

20 million additional euros

At the beginning of September, the associations asked the Government to support the associative sector “in danger of death” in the face of “inflation and increased demand”, in an article published in Release.

“The associations say that they are struggling. We want to tell them that the State supports them financially and administratively, even in a context of budgetary restrictions,” says Prisca Thévenot, who receives about 200 associations on Tuesday.

A working group, which will include the Associative Movement and the High Council for Associative Life, will be created to finalize the “administrative simplification” measures in December.

“Sometimes very small associations have the impression that they spend a lot of time responding to calls for projects, carrying out their financial evaluation. They tell me: “We justify our action by a financial evaluation, not enough by the concrete impact that we have on the ground,” he commented.
