Air transport: the European Parliament wants to eliminate the charge for hand luggage

MEPs call on the Commission to eliminate additional fees for hand luggage charged by airlines. They also want a harmonization of the rules on the size of hand luggage accepted on board planes.

These are hidden costs that can quickly increase the price of the ticket. Les eurodéputés ont voted mercredi une résolution réclamant à la Commission de mettre en oeuvre un arrêt de la Cour de justice de l’Union européenne, selon lequel les bagages à main à bord des avions ne doivent pas faire l’objet d’un supplément de Prize.

According to this ruling, “hand baggage (i.e. unchecked baggage) must be considered an ‘indispensable element’ of passenger transport, provided that it meets ‘reasonable requirements’ in terms of weight and dimensions and that its transport cannot be subject to an additional price”, remind the MEPs.

Rules harmonization

The latter are also calling for a harmonization of the rules on the size and weight of hand luggage accepted in the cabin, following the request of a German citizen unhappy to see that these criteria vary from one airline to another.

In fact, airlines apply different policies regarding the dimensions of carry-on luggage, including bags or cages for small animals accepted in the cabin, which causes confusion. This can also be a problem or generate costs when a passenger has to change companies, during a stopover for example or for an unforeseen reason.

The resolution, which is non-binding and adopted by show of hands, also asks the Commission to address other hidden costs, such as fees linked to the allocation of seats.
