The government concluded negotiations with public administration unions on Wednesday and maintained its proposal for salary increases of at least 3 percent next year, the chairman of the State Technical Staff Union (STE) said.
Helena Rodrigues spoke in statements to Lusa at the end of a supplementary meeting with the Secretary of State for Public Administration, Inês Ramires, held at the request of the trade union structures, on the annual salary negotiations and other measures of the 2024 state budget ( OE2024 ), delivered on Tuesday to the parliament.
“There was nothing new, the government did not fulfill the intention of the front led by the STE, of an update of never less than 5%, it maintained the original 3%, even if this 3% is essentially different from what was in the agreement, which provided for 2%,” the union leader said, adding that the value, however, “fell short.”
Helena Rodrigues emphasized that there are “other relevant issues on the table” and that the STE values, such as the revision of the Performance Appraisal System (SIADAP) and “the possibility of earlier entry into force”, are due in 2025 and not in 2025. 2026.
In addition to the SIADAP review, Helena Rodrigues indicated that there is “the possibility of reviewing, together with other careers, the career of senior technician in 2024”.
“We continue to appreciate the negotiation process and the conclusion of the agreement we concluded last year and on the basis of this agreement we will be able to conduct career assessments and the SIADAP evaluation,” the STE President emphasized.
The government’s proposal provides for salary increases from around 52 euros for basic salaries to around 1,700 euros and 3% for higher salaries (resulting in larger increases for higher salaries).
The remuneration basis for public administration increases from 769.20 euros to 821.8 euros.
According to the Ministry of Finance, salary increases in public administration next year will cost 847 million euros, covering approximately 746,000 civil servants.
The total costs for salary increases, including raises, advancement, promotions and career assessments, will amount to 1,538 euros in 2024.
