The three trade union structures representing employees in public administration – Fesap, STE and Frente Comum – left yesterday satisfied after the meeting with the Secretary of State for Public Administration, Inês Ramires, on the review of the general career of senior technicians. The government continues to scale back pay levels so workers can reach the top of their careers faster, without losing evaluation points. And it brings forward the transition of employees in the first position to the new career entry value by one year, a measure that was only planned for 2025.
The remuneration positions will increase from the current 14 to 11, “which will result in direct salary increases for approximately 40,000 employees, as early as 2024,” the office of Minister of the Presidency guaranteed in a statement. This change, combined with the new performance evaluation system (SIADAP), will allow an employee with “excellent” performance to reach the maximum level within 27 years instead of 40 years, the government emphasizes.
In addition, the press release explains, “the career now has a new entry-level position, with the current first position no longer existing, corresponding to a basic salary of 1,122.84 euros. In this way, the approximately 1250 senior technicians in this position will automatically move to the new entry-level position, worth 1385.99 euros, in 2024. Only these employees, who will move to the new first position in their career and in 2024, will benefit of a salary increase of 263.15 euros, will lose evaluation points.
These changes will also affect the “special careers of senior technicians specialized in budget and public finance at the Ministry of Finance and senior technicians specialized in statistics at the National Institute of Statistics,” which will go from 14 to 12 remunerative positions, the government explains further out. .
This expectation will cost 16.5 million euros in 2024, and the global impact of the career assessment will reach 90.3 million euros in 2030, says the executive, thus “creating conditions of greater attractiveness for developing talents” in the public sector. .
“The government had promised that a new review of the career of senior technicians would take place in 2024. She put this forward and we greatly appreciate this expectation because it will improve the salaries of tens of thousands of senior technicians,” stressed José Abraão, Secretary General of Fesap (Federation of Trade Unions for Public Administration) at the Lusa agency, hoping that the proposal will now be approved by the Council and ministers as soon as possible.
The proposal also received the agreement of Maria Helena Rodrigues, president of the State Technical Staff Union (STE), who left the meeting saying that “it was necessary to conclude the agreement with the government”. Alcides Teles, from the Common Front, said a “better document” had been presented compared to the previous proposal. “As far as we are concerned, the process is complete,” he said.
