The National Assembly voted on Monday credits to help SMEs cope with rising energy prices in 2023, an “electricity shock absorber” received quite favorably by deputies. The Government’s modification adds 3,000 million euros to the 2023 budget project, in the program dedicated to the “public energy service”. This state aid not only affects VSE/SMEs but also associations, public establishments and communities in the face of inflation.
This buffer is one of the components of the 12,000 million euros promised by Elisabeth Borne on October 27 to contain energy prices for companies and communities. It hardly aroused debate among the deputies.
In the presidential field, Danielle Brulebois was delighted with this “really important new shock absorber.”
Portion of bill charged at Arenh rate
In practice, the 2023 bill for affected SMEs will be reduced by two. A première partie (between 40 and 60%) will be billed by the fournisseurs at the avantageux rate of l’Arenh (l’accès régulé à l’électricité nucléaire historique), the other will be exhibited at the price of the marché, who ont atteint des records these last months. The buffer foresees that the State assumes up to 50% of the part of the electricity bill of companies exposed to market volatility, when the invoiced price exceeds 325 euros per megawatt hour, with a maximum limit set at 800 euros per MWh .
