STRAIGHT. Budget 2025: the examination of the text began in the National Assembly with the shadow of 49.3

Deputies began to examine the “revenue” part of the state budget for 2025 in the chamber of the National Assembly this Monday, October 21, while the duration of the debates remains uncertain with the prospect of a 49.3 for the government, supported by a fragile majority.

THE ESSENTIALS

  • The “revenue” part of the state budget has been examined since Monday in a public session in the National Assembly. The text foresees 60 billion savings, two thirds of which are based on a reduction in spending. Read the article
  • In his introduction, Economy Minister Antoine Armand argued for a budget that would reduce the public deficit to 5% of GDP in 2025, rejecting any “austerity.”
  • The Insoumis, who had planned to defend a rejection motion at the beginning of the debates, finally renounced it to speed up the examination of the bill. Read the article

Deputies from RN and LFI oppose in committee on the method to repeal the pension reform

The examination of the Social Security budget in committee provoked the first skirmishes on Monday: deputies, particularly from RN, rejected several amendments from the left that sought to mark a first step towards the repeal of the 2023 pension reform.

49.3, a “protection”?

Regarding the budget review, “we are committed to letting the discussion develop” in the National Assembly, Prime Minister Michel Barnier said this weekend. But until when is this position valid?

In an interview given on Monday to the Sud-Ouest newspaper, the Minister of Relations with Parliament, Nathalie Delattre, estimated that “if we reach a text that the common base cannot vote on, a 49.3 would be a protection.”

The text allows the government to adopt a text without the vote of deputies.

Barnier’s government put to the test

The beginning of these budget discussions begins in earnest the most important weeks of the young government of Prime Minister Michel Barnier, supported by a fragile majority of Les Républicains-macronie and always under the threat of censure from the National Rally.

The left wants to achieve a text “compatible with the NFP”, while the RN group also wants to achieve victories, such as the elimination of an increase in taxes on electricity, while the government plans to increase them “beyond” 32 euros per megawatt hour.

A perspective that is also opposed by LR deputies and the Ensemble pour la République group (ex-Renaissance), which will propose returning to the 32 euro mark.

The government will also have to manage other wishes from its camp, between the deputies of the right wing of the Renaissance who want to eliminate the surcharge on large companies and those of the MoDem who want to perpetuate it on high incomes.
