Unions and businessmen “converge” in the expansion of the professional prevention account (C2P) proposed by the government, says the Ministry of Labor in a progress report on the consultation on pension reform. The subject lends itself to discord, but in the end it is a painless compromise that hangs over hardship. A first hurdle saved by the executive before addressing the delicate issues of special schemes and especially the retirement age.
After four weeks of discussions on “professional burnout” and the employment of older people, the social partners “converge on certain developments proposed by the government”, as indicated by the Ministry of Labor in a “minute of discussions” sent on Tuesday by the night to the 11 organizations received as part of this consultation. This is particularly the case with C2P “unlocking”.
Currently, employees exposed to certain risks (night work, noise, extreme temperatures, etc.) accumulate points -maximum 100- which are the most used to retire earlier -maximum 2 years-.
Reflection at the level of the professional branch
Therefore, a consensus arises to increase this share of points, but also for a “better valuation of polyexposure” (several simultaneous risks), or even to finance through C2P “a recycling after a certain period of exposure” . The door was even opened a crack to a return of three risk factors eliminated five years ago (carrying heavy loads, awkward postures, mechanical vibrations).
But this investment demanded by the workers’ organizations, headed by the CFDT, would not be based on criteria common to all workers, due to “the difficulty of carrying out an individual follow-up,” explains the ministry. The idea would rather be to “identify trades, tasks or work situations likely to be exposed” and refer this work to the different professional branches, which “seem to have a determining role and could constitute the appropriate level of reflection,” explains the ministry.
