PRR: Metropolitano de Lisboa and IP are the biggest beneficiaries

Metropolitano de Lisboa and Infraestruturas de Portugal (IP) are the largest beneficiaries of the Recovery and Resilience Plan (PRR), with funding of EUR 554 and 395 million respectively, according to data from the Mais Transparência Portal.

In the case of Metropolitano de Lisboa, the funds will be spent on two projects, the extension of the red line to Alcântara, with 304 million euros in funding and completion planned for the end of 2025, and on the Odivelas-Loures light rail, with 250 million euros allocated and completion on December 31, 2025.

IP has allocated funding to four projects — ‘Missing links’ and increased network capacity — EN14, EN4, IC35, IP2, EN125, EN211, EN344, IC2, IP8 (A26), Baião/Pone Ermida, IP8 (EN121) and IP8 (EN259), with EUR 273 million, Business Reception Areas (AAE) — Road accessibility, with EUR 90.8 million, cross-border connections EN103 Vinhais/Bragança, with EUR 31 million, and / mobilizing alliances for business innovation, with 33,900 million euros.

IP is also among the largest beneficiaries of Portugal 2020, with 599 million euros.

With regard to the PRR, Metro do Porto follows, with EUR 365 million for two projects, and the Instituto do Emprego e Formação Profissional (IEFP), with EUR 324 million also for two projects.

Among the main beneficiaries of the PRR are also the Shared Services of the Ministry of Health (EUR 300 million), the Secretariat General for Education and Science (EUR 228 million), the Instituto de Informática (EUR 182 million), the Institute for Financial Management of Education (172 million euros) and the Public Administration Shared Services Entity (161 million euros).

With funding of less than EUR 150 million and more than EUR 110 million, Guas do Algarve (EUR 143 million), the Institute for the Conservation of Nature and Forests (EUR 142 million), the Institute for Financial Management and Equipment of Justice ( 142 million euros), the Intermunicipal Community of Alto Alentejo (120 million euros), the Municipality of Lisbon (113 million euros) and the Ministry of National Defense — Marine (111 million euros).

For example, already under 100 million euros in funding are the Engineering and Development Center (98.7 million euros), the Directorate-General for Education (82 million euros), EDA Renováveis ​​​​(74.5 million euros), the Portuguese Air Force (70.8 million euros), the Regional Housing Directorate (60 million euros), Draycott (50 million euros), the Institute of Registers and Notaries (42.7 million euros), Caima — Industria de Celulose (31.8 million euros ), the Food and Agricultural Markets Institute (21.4 million euros) or Medway (14.6 million euros).

At the end of the table are projects of identities protected by the General Data Protection Regulation.

Nevertheless, the lowest value assigned corresponds to 26.7 euros for an energy efficiency project in residential buildings.

In total there are 66,970 beneficiaries and 81,368 projects.

On November 4, the presidency minister said that Portugal has crossed the €1 billion mark in payments under the Recovery and Resilience Plan (PRR) and that renegotiations of this program with the European Commission will begin in January.

The data was released by the minister during a hearing in the context of the valuation in the specialism of the National Budget 2023 (OE2023).

“Since yesterday [quinta-feira] we have crossed the one billion euro mark paid in terms of PRR and we currently have more than 58% of the total allocated PRR funds, contracted after tenders,” said Mariana Vieira da Silva.

“This represents greater progress in the implementation of the PRR that will continue in the coming months,” the minister said.

The payments to beneficiaries of the Recovery and Resilience Plan now represent 6% of the total allocation, or EUR 1,007 million, of which EUR 44 million to families.

According to the PRR’s latest operational status report, of the EUR 16,644 million in loans, EUR 1,007 million has already been disbursed, corresponding to 6% of the total.

With the largest amounts received, public entities stand out with 302 million euros, public companies with 230 million euros and schools with 212 million euros.

This plan, which runs until 2026, aims to implement a series of reforms and investments to restore economic growth. In addition to the goal of repairing the damage caused by Covid-19, this plan also aims to support investment and generate employment.

After meeting 38 milestones and targets for 2020 and 2021, Portugal submitted the first payment request, for a total amount of 1,200 million euros, of which 553 million euros in grants and 609 million euros in loans, received on 9 May.

On September 30, a second request for payment of €1,800 million (€1,711 million in grants and €109 million in loans) was submitted.

This application will be assessed by the European Commission.

According to the Presidency Minister, when this payment is made, Portugal will have received 31% of the PRR allocation, i.e. EUR 5,141 million, including the advance received in August 2021.
