The President of the Republic sent his traditional speech to armies this Sunday, July 13, the day before the national holidays. Emmanuel Macron significantly said that the defense budget will reach 64 billion euros since 2027, against 2030 initially.
In the Hôtel de Brienne, the head of state first performed a sometimes alarmist while observing “a moment of balancing” in which “he had never been so threatened since 1945”. For the president, “we will return to years when the story is made.”
Increase in defense effort
This notion of threat of freedoms has increased an essential weight in this speech that lasted 36 minutes. Emmanuel Macron markedly deplored “destroyed” peace in Europe, the Middle East or Africa. “The freedom of our Europe is in danger from the invasion of Ukraine, the uncertainty caused by the United States.”
Faced with “all these risks that weigh on our freedom”, of the “particular threat posed by terrorism”, to “the growing hybridization of conflicts”, the “permanence of a Russian threat to the borders of Europe” and “the technological race that is played in parallel”, Emmanuel Macron wishes to increase the defense effort.
In this context, the Head of State has announced a budget effort for all. “We, Europeans, now we must guarantee our security ourselves.” This “new and historical” effort implies accelerating the budget assigned to Défense. From 32 billion euros in 2017, he had to double that he reached 64 billion euros in 2030. Finally, this deadline was shortened at 2027, with an effort of 3.5 billion in 2026 and 3 billion in 2027, he announced.
Financing ads on Wednesday
For Emmanuel Macron, this “effort” is “provided, credible, essential, just what we need.” Prime Minister François Bayrou will have to announce “how to finance it”, this Tuesday, July 15. In the preamble, the head of state insisted on the refusal to “go through the debt.”
This “effort” will be funded by “more activity and more production,” he continued. “The effort of the whole nation. A punctual effort of all, we must spend more on our defense and everyone takes their part in this investment.”
According to him, these additional resources must help “fill our areas of fragility”: stocks of ammunition, “saturation weapons and precision weapons”, drones, “spatial capacities”, but also the “necessary equipment to make the operations be carried out.”
These funds will also be used to strengthen the means of defense of the soil in the air, the electronic war, whose war in Ukraine has demonstrated the essential role.

“If our freedom has a price, here is,” he hit Emmanuel Macron, finding a serious tone by adding: “We no longer have the peace dividends of which our parents had benefited.”
The President of the Republic demands an “essential beginning.” Add: “Let’s be simple: to be free in this world, you must be feared. To be feared, you must be powerful. The nation must be stronger. Everyone must be in its publication publication.”
The president also succinctly expressed himself in the reserve and youth, which must have “a new framework to serve.” He said he gave his orientations in this regard “in autumn”, citing in particular the future of the SNU and “the organization of the mobilization of our youth.”
