This is a project that emerges from old boxes. During a press conference dedicated to the “new economic and ecological situation” on Monday, July 21, the Renaissance Party, led by Gabriel Attal, revived the idea of replacing the permission of current parents with a birth license that is destined to be more egalitarian among the parents.
In fact, the political party addresses the project carried out by Emmanuel Macron last year to increase the birth rate currently in mast medium: with an average of 1.62 children per woman, the economic index of fertility has been established at its lowest level since 1919 according to INSEE. But the project, which should have materialized at the end of the summer of 2024, was delayed by the dissolution of the National Assembly.
“The interest of the birth license, (…) is that it allows a more egalitarian exchange of the birth of a child, whom we know will have an impact on professional life, especially women. The idea would be to have a six -month birth license, shared between the two parents,” said Constance Bensussan, general assistant of the Secretary of the Érlysée.
Much better compensated than the parental license
At the beginning of March, the minister responsible for equality between women and men, Aurore Bergé, had already relaunched this project, with the aim of replacing the current parental license with a birth license of 2026.
But instead of six months, the minister had suggested a total duration of eight months, “four months per father”, which will be taken after the maternity leave or paternity if you wish. This is shorter than the current parental license, whose initial duration is a year, renewable twice if you have one or two children, or even five times of the third child.
Above all, the birth license version in the government pipes provides compensation much better than the current parental license: up to 1,800 euros per maximum month with the possibility of benefiting from the employer to reach 100% of the salary.
Currently, the parental license is compensated by a shared childhood education service (preparation), whose amount has a limit of 456.06 euros maximum. If both parents take parental license, they can combine two without exceeding this sum.
