Editorial. “Sometimes they serve to pay the world tour of 35 years”: conventional ruptures are a quarter of unemployment benefits in France

The general secretary of the CFDT, Marylise Léon, said on Monday that the unemployment insurance reform desired by the Government would be “a total butcher shop for employment applicants”, with a volume of savings “that has never been done.”

A “total butcher shop.” Marylise Léon was not there with a dead hand yesterday after her meeting with Labor Minister Astrid Panosyan-Bouvet.

The secretary general of the CFDT participated in a meeting before the opening of the negotiations on the unemployment insurance desired by the Government at the beginning of the next school year. Objective: To press for faster use of employment in the adjustment of access conditions.

We should have worked eight months in the last twenty instead of six months in the last two years, conditions of the current regime. This de facto measure brings back the compensation duration of 18 to 15 months.

In the end, from 2 to 2.5 billion savings for the 2026-2029 period and 3 to 4 billion for 2030. An ambitious measure, while the trajectory of UNED dongs strongly and that, in general, French public finances remain in the red zone.

Rebalancing

What Marylise Léon calls a butcher shop is really rebuilding. First, because the Minister of Labor struggles to preserve specific measures to expand eligibility for young people and longer compensation for older people at the end of their careers.

And also because it is about attacking some abuses around the conventional ruptures that have exploited in recent years (they represent a quarter of the assignments) and that sometimes serve, according to a government source, “pay a year of Césura in 35 years that they go around the world.”

Is this a good time to touch the rights of unemployed? There is never a good time when the accounts are in red. There is only one need. France cannot pass under 7%of 7%unemployed, well above the EU average (5.8%) and that of the euro zone (6.2%).

In addition, the French system is still one of the most generous in Europe. Wk ithinmark in it equal).

Our system remains very generous and we are one of the most affected by structural unemployment. It is not about punishing employment applicants, but about restoring the effectiveness of a system that has become too expensive and not sufficiently incentive.

Tension around sick leaves

The government plans to open another explosive file: the disease license …
The Executive wants to change the social security intervention of the 4th to the seventh day of arrest. Savings could increase up to 700 million euros in the short term.

So, yes, companies are standing, especially SMEs that denounce the need for health insurance expenses. But between 25 % and 30 % of increases in judgments are not explained today. It is time to attack this explosive file.

It is not injustice, it is not a “butcher shop”, it is responsibility.
