If the Constitutional Council has hindered its return to the fields, Acetamipride has not yet said its last word. The Fensea, who is preparing a new mobilization at the end of autumn, wants to convince the Executive to present a bill with a single article to “complete” the recent DUPLO LAW AND REAUTORIZAR PETICIDES ON French soil, after the summer failure of the previous attempt.
The most sensitive measure of the Duplumba law, which has monopolized the media and parliamentary debates, has undoubtedly been the reintroduction of acetamiprid. The use of this pesticide of the neonicotinoid family has been prohibited in France since 2018, but is still authorized in other parts of Europe. Fearing a distortion of the competition, beets and hazelnut producers were the first to claim their re -authorization to fight certain pests.
I adopt for parliamentarians, the reintroduction of acetamipride was not successful when the obstacle of the Constitutional Council passed, which censored the measure, considering that it was framed insufficiently. Article 2 of the Dupber Law paved the way for the return of the pesticide “to deal with a serious threat that compromised agricultural production”, but the text did not provide any limit in time and the restriction of interested products, with the exception of a review clause every three years.
Wise men estimated that, “due to lack of sufficient supervision” on the uses, duration and sectors in question, this measure was contrary to the requirements of the Environmental Charter, which has constitutional value since the 2000s.
“Very precise sectors and durations”
But “the Constitutional Council did not close the door” on the return of Acetamipride, wants to believe that the Fensea for the voice of its president, Arnaud Rousseau, expressed himself this Tuesday morning during the press conference in the return of the Agricultural Union. Upon hearing the lesson of the censorship of wise men, Fensea set out to put the issue again on the executive table. The Agricultural Union requires the presentation of a bill by the Government to try, once again, to allow its reintroduction.
As driven by Fensea, this unique article would give the possibility of using “” derogatory “” “acetamipride” for very precise sectors, in very precise durations, in very precise conditions “taking into account the” precautionary measures of wise men, says the president of the Fensea. The objective is “legally border so that it can be accepted by the Constitutional Council and then resist a decree” that “would not cease to be attacked in the State Council,” he argues.
“The fight is not finished” because “we will never accept that other products can be used by other European states in a single space and that they are prohibited in France,” said Arnaud Rousseau. In addition, “nothing is resolved” for the “legitimate interrogation” of the French in their health because “it is not because it does not occur in France that does not happen in their plates”, it deplores, judging impossible to avoid imports of products treated with acetamiprid.
Probable fall of the Bayroun government
But there is nothing to make sure the executive reopens such a sensitive file. “Let’s write this article, find operators. If the Government says ‘it is not’, there are parliamentarians,” especially because they had “voted mainly” in favor of the Duplo law when it protected the return of Acetamipride, Arnaud Rousseau progresses.
“In any case, we like it or not, the debate will be reopened since there will be this discussion in the National Assembly,” observed the president of the Fensea, evoking the petition against the Dute Law, which exceeded 2 million signatures and that must be theoretically subject to a parliamentary debate. Despite the probable fall in the Bayrou Government in a few days, the Agricultural Union believes in its possibilities and “quickly” will argue its cause with the next executive.
