Faced with a deterioration in its financing, Ile-de-France Mobilités should register on December 7 the increase from 75.20 to 90 euros of the Navigo Pass (monthly flat rate). This increase applicable on January 1, 2023 should generate €440 million in additional revenue for IDFM.
Of the current two million subscribers, IDFM expects to lose between 30,000 and 40,000 if the price increase is confirmed from January 2023, the transport organizing authority announces to BFM Paris Île-de-France.
However, for employees, the level of reimbursement (50%) by their employers must remain the same. It should be remembered that more than 40% of employees in Île-de-France use public transport on the RATP network (metro, bus, tram, RER, etc.) to get from home to work. Here is a brief reminder of the current regulations.
• Who is worried?
Covering at least 50% of the transportation costs for the home-work trip is an obligation for the employer. All employees are concerned, including part-timers and trainees.
• What tickets?
Only subscription cards are paid by the employer. They can be annual, monthly or weekly.
• What reimbursement?
Coverage is 50% of the 2nd class fare based on the shortest route.
In the event of the employee’s absence, normally up to 50% of the days not worked are reimbursed, provided that the ticket has been used at least once a month. If the ticket has not been used during the month, there is no collection.
Part-time employees working less than part-time benefit from coverage in proportion to the number of hours worked relative to part-time.
• How is the refund applied?
The reimbursement made by the employer is made monthly (even for annual subscriptions) no later than the end of the month following the purchase of the transport document.
The employee must present proof (delivery or presentation of the title). However, a collective agreement in the company may provide for different methods of proof or reimbursement. The amount of the aid must appear on the payroll.
Lastly, remember that partial refunds of the price of season tickets are exempt from personal income tax.
• Can it be combined with other aids?
The mandatory coverage of public transport costs can be combined with the sustainable mobility package within the global limit of 600 euros per year and per employee.
• What happens if I am teleworking?
If the employee has to travel one or more days to his place of work, then the Navigo reimbursement by the employer cannot be suspended or reduced. Coverage cannot be reduced, even if the employee only comes in for a few days in the month.
On the other hand, if the employee no longer travels because he carries out his activity from his residence, the employer can suspend the reimbursement of the Navigo Pass.
