In order to benefit from this famous revaluation of 100 euros per month of your pension, one of the pension reform measures that is so much debated, it will be necessary to meet very specific criteria that not everyone can mark.

The reform defended by the Government will allow the pension of retired employees, artisans and merchants who were on the minimum wage to be revalued: they will receive close to 1,200 gross euros per month as of this year if they have contributed all their lives, he had said. This represents 85% of the net minimum wage or up to 100 euros more per month than what they currently receive.

A minimum pension of 1,200 euros for everyone?

In any case, this is what many people had understood. Actually, it is more complicated. If the Government has deliberately fueled a certain confusion, which some accuse it of, or if it has been misinterpreted, as it denies, it has returned to its statements in recent days to try to clarify them.

But then what did they say? According to Franck Riester, the government has never deviated from its discourse: the pension of 1.8 million French people will be increased, some of whom only up to 85% of the minimum wage.

These almost two million retirees, therefore, will not all receive 100 gross euros more in their monthly pension. Away from.

Who and how many people are really affected by the 1,200 euros?

A few tens of thousands therefore but impossible to give an exact figure according to the minister because it will change every year.

If not, let’s take a close look at who will be affected and why from 1.8 million people we would go to a few tens of thousands of retirees.

The document sent by the government in January gave this clarification:

The minimum contribution is a supplement that complements the pension of retirees from the general regime if it is too low. Only those whose total monthly pension (basic and complementary) does not exceed a little more than 1,300 euros can benefit from it.

The amount of the minimum contribution that only applies to basic pensions allows it to be increased up to 684 euros gross per month for those who have contributed less than 120 quarters to the general regime, and reaches 748 euros for those who have contributed more than 120 quarters, that is, more than 30 years.

Those who receive the increased Mico, full career at the minimum wage and full time, will therefore be the only ones who will be able to benefit from the additional 100 euros.

80,000 retirees per year

But the beneficiaries of the increased Mico who have not completed a complete career will not receive the 100 euros, as well as those who only receive the basic minimum contribution will see their retirement increased by 25 euros.

Therefore, excluded from the promise of “1,200 euros gross per month” are retirees who have had a troubled career (who do not have 120 quarters of contributions) as well as those who have worked for a long time at Smic but partially . time.

This represents a large majority of retirees affected by this minimum contribution.

At the end of 2022, 4.7 million direct pensioners received the MICO, increased or not, including a majority of women, according to the website of the National Pension Fund. According to the Institute for Public Policy (IPP), only 32.7% of Mico beneficiaries had contributed for more than 30 years in 2016.

In the end, the IPP estimates in a note that less than 10% of new retirees are potentially affected by the maximum increase of 100 euros (some 80,000 retirees per year) and at most a quarter of the current beneficiaries of the minimum contribution. But for this last evaluation it depends on the contribution conditions that the government must define by decree. The arbitration has not yet been made the executive.
