Today, the excise tax increase calculated each year on cigarettes is indexed to inflation two years ago and is capped at 1.8%. With a 1.6% increase in consumer prices in 2021, the increase in tobacco prices should remain moderate in 2023 compared to the current level of inflation.
A 5-6% excise tax increase next year?
But the executive is studying a change of rules. There is no reason why only tobacco should be spared from inflation. Specifically, the executive’s idea would no longer be to take the inflation of two years ago but rather that of the previous year, removing the ceiling of 1.8%. Taking into account the inflation observed in 2022, this would translate into an increase in excise duties from 5 to 6% next year.
With this new regulation, the minimum price of a pack of cigarettes would no longer be 10 euros but at least 11 euros, according to the echoes. The price of a package of rolling tobacco would increase to 15 euros.
However, “nothing has been arbitrated at the moment”, Bercy assures our colleagues from the Figaro. The newspaper also ensures that another option is being studied. It would be a matter of deciding only for a limited increase in cheaper cigarette packs.
