The leader of the PSD, Luís Montenegro, issued a public appeal this Thursday to the president of the republic to veto any government plans to change the rules of the decree-law for the granting of rent support.
“If the government will do what it appears to want to do, which is to convert the contents of the transmission into an amendment to the law, I make a public appeal to the President of the Republic to veto this government’s intention and not to let the Portuguese be misled again”, said Luis Montenegro, speaking to journalists, in Costa da Caparica, where he took part in a fishing net activity with local fishermen as part of the “Sentir Portugal” initiative, which has been running since the beginning of the week in the Setúbal district.
The PSD president believed that the government is “selling a pig in a poke” by presenting a plan to support rents, later amending the requirements by order, restricting access to thousands of Portuguese.
“It is unacceptable that an order can change the legal terms. It is unacceptable that the government announces one thing and does another in practice,” he said, adding that the government is “very good at presenting programs and ‘ powerpoints'” and not implementing them in real life.
On the 31st, the Secretary of State for Tax Affairs signed an order that will change the rules in the government decree for the granting of this income support, sparking protests from the Left Bloc, PCP, PSD and Chega.
The decree law that sets the rules for granting leasehold support stipulates that the annual income to be taken into account is “the total income calculated by the Tax and Customs Administration (BT) for determining the rate”, i.e. the taxable income.
However, the decision of 31 May takes as the basis for calculating this aid gross income – the taxable amount plus specific deductions – to which is added other income that is taxed at special rates, such as alimony or capital gains.
