The deputies approved this Thursday, in the specialty, the measure of the Mais Habitação program proposed by the government, which fits the forced rent of houses that have been empty for more than two years.

The measure, one of the most critical since the government presented the Mais Habitação programme, was approved by the PS voting in favour, BE and PCP abstaining and PSD and IL voting against (the CH was not present at the time of the vote).

The proposal sent by the government to parliament stipulates that owners of properties that have been vacant for more than two years and are located outside the interior will have 90 days to respond after being notified to carry out works. feed or use the fraction.

The Mais Habitação program began this Thursday voted in the specialty, in the Assembly of the Republic, with a series of additions by the PS to the government’s proposal on the duty to use vacant buildings that had been approved, including the periodic inspection of the conditions of habitability of buildings, which will be up to the respective municipal councils.

In addition, “the municipal council may, of its own motion or at the request of any interested party, determine the supervision of the conditions of use of the property”.

The inspection makes it possible to check irregular rental or sublease situations, about which “the municipality summons the owner”.

At the same time, and as already reported, the PS proposed scrapping the government’s proposal to charge a higher fee to city councils that waive the forced rental of properties – a proposal that was also approved this Thursday.

Also for cases where the owner, after notification, rejects the proposal or does not comment within 90 days of receipt, and the property remains empty, the PS softened the government’s proposal.

The municipality can – as already stipulated in the municipal executive proposal – proceed to forced letting of the building, but “by way of exception and additionally”.

If the municipalities do not intend to rent out the property and no conservation works are required, they send information about the property to the Institute for Housing and Urban Rehabilitation (IHRU).

The More Housing program began being approved this Thursday in the specialty, in the Assembly of the Republic, with about three hundred proposals to vote on.
