Quatennens case: does an absent deputy of the Assembly receive all his compensation?

The regulations of the Palais Bourbon provide in particular that repeated absences in committee are sanctioned by a deduction from the “salary” of the deputies.

Targeted by a domestic violence investigation, Northern LFI MP Adrien Quatennens was absent from returning to parliament on Monday at the National Assembly. After taking a step back from his position as coordinator of the insubordinate France and having recognized several violent gestures -including a slap- against his wife, the chosen one is more than discreet.

On Monday at LCI, Mathilde Panot, leader of the Insoumis at the Palais Bourbon, indicated that Adrien Quatennens will be absent “for as long as it takes.” And she did not close the door to a possible return, since the deputy from the North did not present his resignation.

“Once the people have spoken, it is not up to the parties to make the deputies resign. Imagine this world in which, after an election, the parties would come and say ‘you, you are leaving'”, he defended this Sunday in BFMTV Raquel Garido.

Therefore, the post occupied by Adrien Quatennens is called to remain empty for an indefinite period, especially since his alternate Lahouaria Addouche, elected alongside him, is not called to replace him under the current conditions.

Penalties if there are too many absentees in the public vote

Despite this absence, will Adrien Quatennens still receive his full parliamentary assignment? Not so sure. This “salary”, which the deputies receive each month, currently amounts to 7,239.91 euros gross, which is made up of 5,623.23 euros of basic parliamentary allowance, 168.70 euros of residence allowance and 1,447.98 euros of allowance for functions.

The regulations of the National Assembly indicate in its article 159 that “the assignment of shift”, which represents 1,447.98 euros per month, is paid “to all debutants who regularly participate in the work of the Assembly.” Thus, for elected officials who are too absent, the texts that govern the Palais Bourbon provide for sanctions.

Thus, paragraph 4 of this article establishes that deputies who have participated “in less than two thirds of the public votes held” are subject to “a deduction of one third of the allocation for functions during a period equal to that of the session” . The deduction was doubled “if the same deputy intervened in less than half of the ballots”.

Once Adrien Quatennens lost both committees, the Northern MP could be fined €362 per missed meeting on his service assignment. In 2019, the deputy La République en Marche, now elected under the banner of the EELV, Aurélien Taché had been sanctioned for his repeated absences from the commission.

When asked about the Quatennens case Wednesday on BFMTV-RMC, LFI deputy François Ruffin suggested donating part of the absent deputy’s compensation to associations.
