Parliamentary debate interrupted by demonstrators in the galleries

Two dozen demonstrators from the ‘House to live, planet to inhabit’ platform interrupted the parliamentary debate on housing on Thursday, just as the PS was preparing to take the floor.

The diploma implementing measures of the Mais Habitação program proposed by the government was revised today at the Assembly of the Republic in Lisbon, after the veto of the President of the Republic, Marcelo Rebelo de Sousa.

As PS deputy Hugo Carvalho prepared to give his speech, twenty demonstrators shouted from the galleries “houses to live in”.

Police were called to intervene by the President of the Assembly of the Republic, Augusto Santos Silva, and the demonstrators were removed, but shouting could still be heard for several minutes.

Deputy Hugo Carvalho then began his intervention.

One of the protesters told the Lusa agency that the PSP had identified about twenty people after this incident, noting that the removal of the galleries took place in a “peaceful manner”.

After tens of thousands of people took to the streets on April 1, the ‘Home to live, planet to live’ platform has planned a demonstration on September 30 in at least nine Portuguese cities.

The Mais Habitação program – presented by the government in February – was approved in July with only a positive vote from PS deputies, but was later vetoed by the President of the Republic in August.

Marcelo Rebelo de Sousa expressed a “negative opinion” on the measures and criticized the lack of consensus.

The PS then announced by an absolute majority that it would reapprove the proposal, without having made any changes, and the Minister of Housing, Marina Gonçalves, pointed out that the executive’s proposal was “mature” and took into account the different opinions. .

“Parliament has already spoken,” he recalled.

The new Mais Habitação vote will take place on Friday.

The most controversial and controversial measures in the plan include the suspension of the registration of new local housing outside low-density areas and an extraordinary contribution to this business, the forced rental of houses that have been vacant for more than two years and imposing a cap on the value of new leases for properties already on the market.

The package also provides for an exemption from capital gains tax for owners selling houses to the state, the end of the new ‘golden’ visas, an increase in the deduction for family members under the Family IMI, changes to the autonomous rate of property income and tax exemptions for owners who remove their homes from local accommodations by the end of 2024.
