The parliamentary leader of the PSD, Joaquim Miranda Sarmento, yesterday presented the party’s priorities for the 2024 state budget (OE2024) and reiterated the Social Democrats’ availability to reach an agreement with the PS on “several matters”. In addition to the deputy’s words, the president of the PSD, Luís Montenegro, said yesterday that the leadership of OE2024 will not be “certainly correct”.

“If we could make an agreement with the PS for a youth IRS regime close to the one we defend, but if this agreement were to remain in force for fifteen or twenty years, young people going to college today or leave it, know that in the The first ten to fifteen years of his career had this IRS regime,” Miranda Sarmento said yesterday at a press conference in Parliament. The Social Democratic delegate recalled that the party remains available to negotiate, as already stated by Luís Montenegro.

In the document made available yesterday, the PSD chooses five priorities for OE2024, with the increase in ‘family income’ appearing at the top of the list and without any surprises due to the reduction of the IRS by 1,200 million euros up to the 8th bracket. and the introduction of a “maximum IRS rate for young people up to 35 years of age, with the exception of the last bracket”, which had already been announced in August during the political return. Furthermore, the PSD plans to increase the productivity of the Portuguese economy through “tax exemption on performance productivity bonuses, worth up to 6% of the annual basic salary” and a reduction of “IRC from 21% to 19%”.

Regarding healthcare, the Social Democrats choose as a priority “guaranteeing access to a doctor for everyone”, resorting to “the social and private sectors” for this purpose, also responding to the problem of waiting lists . In response to the housing crisis, the fourth priority, the party wants to move forward with “a program to support the purchase” of housing for young people, a “temporary benefit determination mechanism” and “create a transition program to reduce taxes ‘. on housing.” Finally, for teachers, the PSD proposes the “recovery of 20% of service time” in addition to “creating an IRS deduction for subsistence expenses for teachers who travel more than 70 km from your area of ​​residence.”

Lead will not be “good, good.”

Despite admitting that the impetus for the government’s OE2024 proposal “will not be new”, Luís Montenegro said in an interview with TVI/CNN yesterday that it will not be “certainly certain” either. “Will OE2024 solve the problem of the lack of GPs, will it solve the housing problem, will it solve the problems of families with greater economic vulnerability? The answers will be negative,” the Social Democratic leader concluded.

Far from understanding

At the opposite extreme of the attempt at understanding, Chega’s leader, André Ventura, criticized the income agreement that the government signed last Saturday with the social partners, with the exception of CIP – Confederação Empresarial de Portugal and CGTP, and which provides for an increase in income tax . from the minimum wage in 2024 to 820 euros. For Ventura, “it is an agreement that falls far short of what we needed at the moment and what the government had announced.” Ventura promised that the party will propose “the payment of a 15th month of tax-free payments to employees.”

IL leader Rui Rocha highlighted the social partners’ efforts to raise the minimum wage in the income deal, but criticized the country’s “mediocrity data.”

PCP general secretary Paulo Raimundo also accused the income deal of “colliding with reality” because expected salary increases deviate “very far” from what people need.
