Budget 2023: the faces of these deputies who scrap in the National Assembly

After having initiated this Monday with very high tension the project of the finance law, several deputies crossed swords in the hemicycle. Which eases debates that should most likely end with a 49.3.

Debates to decide on the future budget of France, a government that is struggling to convince without an absolute majority, the very likely recourse to 49.3… and deputies that are emerging from the shadows. Since the start of the finance bill on October 10, several elected officials in the Bourbon Palace have spoken loudly in all the seats of the hemicycle.

The rapporteur of the general budget may well be one of the pillars of the majority, but he remains a great unknown to the general public. A lover of jokey humor, he was already the one who stepped forward last July during the purchasing power bill. He then defended the possibility of employers buying back their employees’ RTTs, much to the chagrin of the left.

This former managing director of Apple France and Bouygues Telecom was one of Macronie’s good soldiers during the previous five-year term, appreciated by both Édouard Philippe and Emmanuel Macron.

A great admirer of Alexandre Dumas, the deputy from Gers set the tone and rarely missed an opportunity to point out “the inconsistencies” of the left and its “willingness to obstruct”.

“The last time the Court of Auditors considered that a budget was not sincere was in 2017 when Nupes was in power. The PS is in Nupes only when it suits him. Take up the legacy or clarify the situation”, launched Jean-René Cazeneuve at the beginning of the debates.

The father of deputy Pierre Cazeneuve will still have to show flexibility while the government is still trying to smooth things over with the opposition and show that it will have tried to convince until the end. The Council of Ministers has already authorized the Government to activate 49.3 “if the situation requires it”.

This former spokesman for the youth of La France insoumise quickly learned the codes of the National Assembly since his election as deputy last June. Former assistant to Éric Coquerel at the Palais-Bourbon, he chained offensive speeches that he rarely fails to share on his Twitter account. Among his favorite targets is the National Rally.

“On Thursday, the RN chose to celebrate its 50th anniversary rather than vote on the first part of the finance bill (in committee editor’s note). Hope the nuggets were good. Little tip: If you want to have the Seriously, it’s not enough to have a tie at work. You also have to go to work!”, The elected representative of the North launched this Monday on the podium, between boos from the group of Marine Le Pen.

Before denouncing “the lack of solidarity, fraternity and distribution of wealth in this country”, pointing to the macronies.

“Since when does a demonstration fill the fridge?” responded Gabriel Attal, Delegate Minister of Public Accounts, as a nod to the March against high prices, organized by LFI on October 16.

In great political difficulty since the Quatennens affair, Jean-Luc Mélenchon’s party has the budget and the possible recourse to 49.3 to be able to regain control.

After Jean-Philippe Tanguy, a connoisseur of public finances who made a name for himself with his thunderous “Silence for France” and Alexandre Loubet, noticed after a very lively exchange with Bruno Le Maire, it is the turn of Kevin Mauvieux of wanting to mark the hemicycle.

This former insurance advisor who spent more than 10 years with Les Républicains joined the National Association before the last presidential election. He is one of those young faces with a well-made head that Marine Le Pen likes to highlight since last June she had 88 elected deputies.

“I wanted to say that the government led France during Covid-19 because of the threat of the mask, the certificates to be able to take your dog out. But here we are free and we represent our voters as we want, ”she launched. Kevin Mauvieux on Wednesday, to the attention of Gabriel Attal, to the applause of his group.

Eager to assert their credibility on budget matters, often seen as Marine Le Pen’s weak spot, the MPs were entitled to her back-to-school seminar for accelerated training in public finance. Renaud Labaye, the group’s general secretary, did not hesitate to lift the suspenders of the deputies considered too absent during the first hours of the PLF.

LR deputy since 2012, Véronique Louwagie is one of the figures on the right that counts, despite her relative media discretion. In a match that lost Éric Woerth, one of its best public finance specialists, now at Renaissance, Orne’s elected official would have seen herself as chair of the Finance Committee.

Hit by Éric Coquerel, this former public accountant unleashes her arrows on the budget against the presidential majority and against the National Association. The maneuver aims to maintain balance in a complicated context for the right, in the middle of the race for the party’s presidency next December.

“This text by itself sums up what opposes us to you (…) There is no beginning of a path of savings in the budget that you are presenting to us,” scolded the deputy, destined for Bruno Le Maire.

The right considers the 2023 budget expensive and criticizes the government for not worrying about the rate hike. But some LR deputies refuse to directly oppose the government in various measures contained in the budget and beneficial to their electorate, such as increasing the number of police and gendarmes. Which pushes Véronique Louwagie to attack other groups.

“They are trying to copy us because we have good ideas. They are trying to withhold our proposals because we have good proposals. We don’t need them”, advanced the deputy against the RN group that had just voted for an amendment presented by the right.

The first part of the budget must be voted on before October 19. Your review could go faster if the government decides to launch 49.3 by then.
