Superdividend tax: Bruno Le Maire announces that this amendment will not stand

The Minister of Economy clarified this Monday on BFMTV-RMC that certain amendments voted by the opposition on the 2023 budget will be maintained. However, this will not be the case for the tax on superdividends.

On the text of the budget, one thing is clear: the government will force this week using 49.3. However, one question remains: what text will the government maintain? The one that incorporates the reforms approved by the opposition or the bill in its initial version?

By choosing the second option, he would risk seriously undermining the “new method” desired by Emmanuel Macron, which is to rely on more consultations. Above all, it would add fuel to the fire of a social context that is already burning.

Guest of BFMTV-RMC this Monday, Bruno Le Maire sought to reassure.

“Obviously I will stay with the opposition’s amendments,” explained the Minister of Economy.

He thus cited a socialist amendment consisting of maintaining “5.5% VAT on masks”, and another from the MoDem whose objective is to “lower the level of corporate tax” for “small SMEs”. He also considered maintaining an LR measure that provides for “raising the value of restaurant tickets from 11 to 13 euros.”

“Tricks”

Most sensitive issue: the superdividend tax, voted by the opposition at the MoDem’s initiative, but a member of the majority, against the government’s advice. There, Bruno Le Maire tackles an ending of inadmissibility.

“Let’s stop those formulas that are deception. Superdividends, superprofits, and behind it is above all the permanent supervaluation,” the Bercy boss rebuked.

The issue, however, divides most. To the point that the amendment was voted with the abstention of the deputies from Horizons and the favorable vote of 19 deputies from Renaissance, among them Freddy Sertin, the substitute for Elisabeth Borne.

Asked about the specific case of the latter, Bruno Le Maire contacted him, believing that “it is his problem”. And to reaffirm his authority: “There is a political and financial coherence of which I am the guardian as Minister of Economy and Finance.”

Another unanswered question remains: when will the government use 49.3? On this subject, there is only a little suspense. The budget discussions will end on Wednesday, before the review of the Social Security Financing Bill (PLFSS) on Thursday.

“Some patience”

“Contrary to what Mr. Mélenchon said (during the march against high prices on Sunday, editor’s note), it will not be on Monday,” explained Elisabeth Borne at 8:00 p.m. on TF1. She who announced that she would have that day “an exchange” with the presidents of the parliamentary groups. So there are two days left to draw the 49.3: Tuesday and Wednesday.

On BFMTV, Bruno Le Maire declined to say more. “A little patience,” he temporized. And to add:

“With Gabriel Attal, Minister of Public Accounts […] we work, we are on the bench, we consider amendments and we take the necessary time.

Music that the government plays regularly in recent days. Aurore Bergé explicitly formulated the goal on BFMTV last Friday: “To show that [la majorité] He tried everything to keep the debate going.” And for that blame the opposition, as did the head of the Renaissance deputies in the National Assembly.

“The only consistency they have is to say that, from the National Association, to the Communist Party, to the Socialist Party, to the environmentalists, to the rebels and to the LR: they all prefer to join forces to try to bring us down,” he had attacked. Without specifying that the majority approved certain amendments to his purchasing power package this summer with the votes of LR and RN.

Pending the application of 49.3, the National Assembly should once again be the scene of heated debates. This Monday, in fact, the deputies must debate an amendment related to the restoration of the wealth tax (ISF), abolished during the first five years of Emmanuel Macron. All this in an explosive social context.
