Rebellious France could win a first battle this Thursday, November 28. But not necessarily war. The party, which will have control of the National Assembly agenda due to its “parliamentary niche”, presents a bill aimed at repealing the 2023 pension reform.
Examined in the chamber starting at 9:00 a.m., the text provides in particular to reduce the legal retirement age to 62 years, while the current law aims to gradually extend it to 64 years in 2030. It also plans to increase the necessary contribution period to retire. from 43 to 42 years, which is equivalent to repealing the reform carried out in 2013 by the socialist minister Marisol Touraine.
Hundreds of amendments
If the debates come to an end, There is little doubt about the passage of this bill. And with good reason: the deputies voted in favor last week in the Social Affairs Committee and the left received the support of the extreme right. For the rebels, success in the Assembly would be all the more important since previous initiatives have failed.
Last month, the National Rally had not received the approval of the left in the committee – with one communist exception – and was found empty of substance. In 2023, during the previous legislature, the text of the independent group Liot suffered the same fate.
However, the issue is far from resolved for the rebels. The “common base” troops have presented more than 900 amendments and could thus try to buy time. Because after midnight the LFI will no longer have control over the agenda and the text cannot be voted on.
Rejection in the Senate
And even if the National Assembly approves the bill, the presidential camp could count on the Senate – whose right-wing and centrist majority supported the pension reform – to reject it. The text could even be declared inadmissible before the vote, due to the burden it places on public finances.
The convocation of a joint committee (CMP), which brings together seven senators and seven deputies to agree on a common version, therefore seems unlikely. Above all because this procedure would give the last word to the National Assembly, a priori majority in favor of this repeal. In fact, the convocation of this body is made at the request of the Prime Minister or the presidents of the two chambers of Parliament, all of whom are against this text.
Even if this decision were made, the truth is that the current configuration of the CMP is favorable to the government. With a rotating seat between three groups (Les Écologues, Modem, Horizons), the balance of power gives a majority to the “common base” or a situation of equality with the oppositions.
