“Refuse public action” through “a real review of the missions and budgets of our administrations”: this is one of the tracks presented by François Bayrou this Tuesday, April 15 to repair public accounts for the 2026 budget.
The prime minister could, in particular, attack duplicates in the public administration, these positions to which employees carry out the same task. In the field of health, for example, 85,000 people are used by the Ministry of Health and the Primary Health Insurance Fund (CPAM).
The first uses 13,000 people, 8,000 of which are in regional health agencies, when the second uses 72,000 people, including 70,000 in departmental funds, according to figures of the Foundation for Research on Administrations and Public Policies (IFRAP). All for a total cost of 4 billion euros per year.
“There is no manifest fat to get”
For the director of the IFRAP Foundation, the savings are possible. “CAF, CPAM, disease, family, all this is extremely entangled with skills that are shared and, ultimately, nobody manages a public policy alone. It costs 70 billion more, just to produce public services,” explains Agnes Verdier-Molinié.
Despite this situation, it is difficult to go and reduce the administration of economist Jeacques Rigaudiat. “The reality of the needs does not spontaneously issue the place where one could affect here and recover a little money (…) There are no manifest fats to search,” explains this member of the Association of Autés Economists and master advisor of the Auditors Court.
