The National Association of Mayors of the Socialist Party, which met on Monday evening, requested “the urgent intervention of the Prosecutor General of the Republic, to put an end quickly to this vociferous error, which undermines the credibility of the judiciary, the causes of questions democracy”. and the Image of Local Power in Portugal”.
The mayors consider it “a gross judicial error” that the prosecutor of the DIAP of Porto has appointed the mayor of Matosinhos and president of the National Association of Portuguese Municipalities, Luísa Salgueiro, as defendant for wrongly appointing “his chief of staff , since it has not resorted to a public procurement procedure”.
“We are facing a gross judicial error, since the appointment of the Chiefs of Cabinet must be carried out under the terms of the law, which, as stated in Article 43 of Law 75/2013, provides in No. 4 that “the members of the cabinet support of the presidium and the council are appointed and dismissed by the mayor, on the recommendation of the council members in the case of the council support bureau, and the exercise of their functions also ceases with the termination of the mayor’s term of office,” say the mayors in a statement to DN.
The National Association of Mayors of the Socialist Party disputes the “understanding of the Public Prosecutor’s Office” because “this was the legal framework based on the appointment not only of Luísa Salgueiro’s chief of staff, but also of all the chiefs of cabinet of the register mayors of taking this position”.
That is to say, it is not only Luísa Salgueiro who is subject to this decision: it is all mayors.
