A measure of “equality”: the National Assembly votes to align social rights between Mayotte and France by 2031

The deputies voted this Friday, June 28 to include in the law the social convergence of the archipelago on the 2031 horizon.

The same RSA in Mayotte as in France: the deputies voted on Friday, June 28 to include in the law the social convergence of the archipelago on the horizon of 2031, a measure of “equality” claimed for years by the Mahorais.

The examination of the Government’s bill to “re -found” to Mayotte, already adopted in the Senate, ended in the assembly around the 1 am “This bill of an unprecedented ambition marks the entry into the decisive phase of Refundation de Mayotte. Thanks to this text, we are moving resolutely towards real equality for Mahorais,” said Manuels Valls by Manuels in a press release in a press release.

A solemn vote throughout the text must be carried out on Tuesday at the Assembly. The Eurodiputados and the senators will try to agree on a common version, before a possible final adoption in July.

RSA two times lower than in France

A few hours before the end of the exam, the deputies unanimously adopted an article that provides a social convergence in five years, that is, a harmonization of the level of social benefits between Mayotte and the metropolis.

In the poorest department in France, the amounts of social rights are not the same as in the rest of the country. The RSA, for example, is twice lower than in France.

The Assembly has entered the law as a first objective to achieve “87.5%” of the minimum wage of January 1, 2026. With the will, according to Manuel Valls, to “prioritize work.”

Several deputies have recalled that convergence promises are not new, but they have never been held. The minister tried to ensure them, saying that this is the first time that this convergence has been recorded in the law.

Others have denounced the five -year horizon, such as Guyana Davy Rimane (LFI) deputy that “cannot understand that we can tell our Mayotte compatriots to wait again.”

“Five years allow to implement this social convergence in the best possible conditions,” said Manuel Valls, in particular, not to “weaken companies.”

National Rally victories

The deputies decided to exclude the state medical aid (AME) of this field, adopting an amendment to the national demonstration, with the support of the Government.

Mayotte is the only French department where AME, a device that allows foreigners in an irregular situation benefits from access to certain cost without costs, does not apply.

The extreme right group has won other victories, such as limiting French only from the state of an annual round trip ticket for high school students who continue their studies outside the archipelago.

“It is the absence” of the “common basis” in the hemicycle that allowed “scandalous” and “completely unconstitutional” measures to be adopted, accused Manuel Valls after the vote of this measure.

At night, the deputies adopted a report attached to the bill that lists the priorities of the State for Mayotte and the public investments planned between 2025 and 2031, arrows towards water, education, health, infrastructure or security. Almost 4 billion euros are planned within 6 years.

Again, the programmatic component, although not binding (because not having any normative value) was largely rewritten by the RN. Forty of their amendments were adopted thanks to an important mobilization of the deputies of the Marine Le Pen group and in front of the almost empty banks of most other groups.

“All these deputies will have been very absent during these several days of debate, which demonstrates their mental state against our ultra -naval territories,” said Deputy Rn Yoann Gillet, welcoming to have managed to replenish an initially “too shy” text.

Exhaustive population census

Earlier in the day, the deputies eliminated a particularly irritating measure for Mahorais, which facilitates expropriations to allow the construction of certain infrastructure.

The assembly entered the law in the exhaustive census of the population in Mayotte in 2025, a long -awaited disposition on the island. For years, local elected officials claim that the population is underestimated with the consequence of the less well -endowed communities of what they should be and saturated public services.

The Assembly also gave green light to several institutional modifications, with the transformation of the Departmental Council of Mayotte into a real assembly.

At the beginning of the week, the deputies attacked the most controversial measures destined to “redefine” the archipelago almost six months after the cool cyclone: those to fight immigration, especially from neighboring comoros and informal habitat, two “pests” erected in priority by the government.

A measure has been adopted to facilitate the destruction of marginal neighborhoods. His opponents alerted about the risk of worsening the number of children on the street. Another makes it possible to place in a minors retention area that accompany an adult subject to a distance away.

More consensual, the assembly also validated the abolition, by 2030, of the territorialized visas in Mayotte, which prevent the holders of a Mahorais residence permit from arriving in France.
