Today begins the voting marathon of more than 1,800 proposed amendments

Voting on the 2023 State Budget proposal (OE2023) begins today, with delegates debating and voting on the more than 1,800 proposed amendments submitted by the various parties, a new record.

According to the website of the Assembly of the Republic on the Internet, 1,857 amendments have been submitted, but 19 proposals have since been withdrawn.

This is a new record after the more than 1,500 proposals submitted in the context of the Budget 2021 and also above the more than 1,400 proposals submitted during the discussion of the National Budget 2022.

The leader in the number of proposals is Chega, with 506 amendments submitted, followed by the PCP, with 425. The PAN, on the other hand, came up with 262 proposals, while the largest opposition party, the PSD, submitted 263.

The Bloco de Esquerda in turn presented 156 proposals, Livre 138 and PS 73, with the Liberal Initiative being the party with the lowest number of proposals submitted: 34.

The OE2023 proposal was approved in general terms in the Assembly of the Republic on October 27 with only votes for the PS and abstentions from the sole deputies of PAN and Livre.

The final global vote on the diploma is scheduled for Friday, but today the ‘marathon’ on the specialty begins in the plenary session, which lasts all week, with debate in the morning and voting in the afternoon, as usual.

Here are some essential points about the amendments tabled by the parties with seats in parliament:

PS

The PS has guaranteed the viability of its proposals, which include the increase of up to two times the Municipal Property Tax (IMI) rate of local accommodation in areas of urban pressure and also the reduction of the deadline (from two to one year) of the application of the increased rate of this tax for vacant properties located in these zones.

The socialists also want, among other things, a tax change to support companies subject to IRC, which aims to increase tax deductions for companies in less developed regions, correct the increase in pensions if inflation is higher than expected and extend the , until the end of 2023, of the measures to control energy prices, via ISP, and agri-food products, such as the VAT exemption on fertilizers.

The PS also wants to guarantee exemption from stamp duty on credit renegotiations and end differential tax treatment between residents and non-residents on capital gains generated from property sales.

The PSD proposes, among other things, to allow municipalities to reduce the collection of IMI to a minimum of 0.1% and the possibility for households to deduct the interest and capital costs on mortgage loans from the IRS (only in the case of own and permanent housing), update of the amount of the deduction to 680 euros.

The Social Democrats are also calling for a reduction in the tax on savings in personal income tax (reduction of the withholding rate from the current 28% to 10% for savings up to 100,000 euros) and a VAT exemption on the purchase of food for the solidarity sector in the during the year 2023, as well as, in addition to the already submitted proposal to reduce the IRC from 21% to 19%, the amendment of the system of tax incentives for research and business development (SIFIDE), excluding investment funds and increasing the eligible expenditure for the energy, environmental and digital transition.

The party also proposes, until the end of this year, with the possibility of renewal for equal and successive periods of six months and as long as fuel price instability persists, an extraordinary discount on the price per liter of liquid fuels (diesel and petrol) . of 0.20 cents per liter at public filling stations, as well as the extension of the social energy rate, taking into account the first 200 kWh consumed per family and per month and provided that the contracted power does not exceed 10.35 kVA.

Liberal initiative

The proposals of the liberal initiative include the reduction of VAT on energy and food products and lower IRS in the first five tiers, reduction of IRC rates and the elimination of the state surcharge, as well as the privatization of at least 50% of TAP, as well as the sale of the state’s interest in Caixa Geral de Depósitos and RTP.
