Solemn votes, constitutional deadlines… What agenda before the approval or failure of the budget?
After eight days, debates on the “revenue” part of the state budget (PLF) will be suspended this afternoon at midnight. However, the parliamentary calendar will continue in the coming weeks:
- November 4: The deputies will address in session the Social Security budget (PLFSS), rejected in committee on Friday.
- November 12: date, currently, set for the solemn vote on the Social Security budget. A vote that, like the one on state revenue, could be postponed if the debates are not held on time.
- November 13: Resumption of debates on the PLF in a session of the National Assembly.
- November 23at midnight: forced end of the debates in the National Assembly on the “recipes”. The constitutional deadlines then force the Government to transmit the text to the Senate.
Elected officials have a total of 70 days to examine the PLF from the presentation of the text to the National Assembly on October 14, that is, until December 23, with promulgation before December 31.
From left to right, MPs are skeptical about the future of the budget
The approval of the text on the “revenue” part of the state budget for 2026 would require the abstention of socialists and environmentalists (and the positive vote of the government coalition). However, nothing suggests this at this time.
The general rapporteur of the budget, Philippe Juvin (LR), already anticipates its rejection: “I don’t really see how this part 1 could be voted on, because in fact it will not satisfy anyone,” he said on Sunday on LCI.
The leader of the PS deputies, Boris Vallaud, expressed in an interview with La Tribune Dimanche his “displeasure”, after the rejection on Friday of the Zucman tax on the assets of the ultra-rich, and while the left in general struggles to “do justice in this budget.”
Economy Minister Roland Lescure warned against “fiscal witchcraft” and voting on “totally ineffective” measures. On Sunday, on France Inter, RN vice-president Sébastien Chenu criticized a “leftover” budget, which creates “many taxes” without addressing “toxic spending.”
After the State budget, tomorrow it is the Social Security budget
The deputies will address tomorrow in session the Social Security budget, rejected in committee on Friday.
This must be the subject of a solemn vote on November 12, after which debates on the finance bill can resume, until midnight on November 23, when constitutional deadlines will then force the Government to transmit the text to the Senate.
The government was counting these days on a vote on November 18 on the “revenue” part of the state budget.
Parliamentarians prepare to lower the curtain on the “revenue” part of the state budget

The Minister of Public Accounts, Amélie de Montchalin, is expected to take stock of the measures adopted so far. It seems unlikely that the text will find a majority in the chamber.
