PS accuses former PSD leader of defending that there were too many teachers

Socialist leader Porfírio Silva said this Thursday that the former PSD chairman defended that there were too many teachers and that the situation should be corrected in public administration reform, a position contested by the Social Democratic bank.

In his speech, Porfírio Silva, a member of the National Secretariat of the PS, only mentioned the position of “President of the PSD”, but later, in a clarification to the Lusa bureau, he explained that he was referring to Rui Rio coined. the former leader and not the current one, Luís Montenegro.

Porfírio Silva led this criticism plenary in the Assembly of the Republic, after the Social Democratic deputy António Cunha pointed out that the Socialist governments “harassing teachers since the time of former minister Maria de Lurdes Rodrigues”.

António Cunha also accused the current education minister, João Costa, of making inflammatory statements, “trying to turn guardians against teachers. And he asked why the government’s measures only now appeared.

The socialist leader and vice president of the PS bank responded that the proposals for reform of the binding regime were already in the final stages of elaboration, with the executive starting to contact the trade unions, when the PSD, the PCP and the Bloco de Left” stopped with the [anterior] legislature”, which led to an early election.

He then launched a series of critiques of the PSD’s actions:

“Recently the chairman of your party [Rui Rio] he said that there were too many teachers and that it was necessary in the context of public administration reform to correct this. The PSD talks about reform, but when reforms are implemented, it runs away – and it is running again.”he said, despite protests from the Social Democratic bank.

The debate resumed after an intervention by the deputy of the left-wing bloc Joana Mortágua, in which she believed that the proposals now being presented to the unions by the education minister were “inevitable”.

“Whether or not there was negotiation with the unions, the government should always continue with the bond. But it is known to have coexisted very well with 10,500 precarious teachers so far”noted Joana Mortágua, pointing out that there is a European directive requiring the government to introduce levels in contractors.

After a first speech in which Porfírio Silva called for “an opportunity for public schools”, acknowledging the problems in his teaching career, but emphasizing that today we are not “starting from scratch” in terms of improving the conditions of teachers, the socialist leader with harsh words against Joana Mortágua.

“If we think like Mrs. Joana Mortágua, who says that all proposals are inevitable, it is not worth talking about. Sometimes she did not have time to read the proposals, but read the proposals, because the unions know that what’s new and substantialhe pleaded, listening to some asides of the left block bench.

Porfírio Silva vented: “Apparently today Chega’s strategy has spread to other banks. They are clamoring not to hear the answers”.

The debate with the communist deputy Alfredo Maia took on a different tone, recalling that the absolute majority of the PS rejected several proposals of the PCP in the state budget and that the government is now partially resuming them with a view to negotiations with the unions . .

“What is the reason that I have not progressed in binding for a long time?”asked the journalist, also referring to the total accounting of teachers’ service time, even with incomplete timetables.

According to Alfredo Maia, the measures presented by the government are “still insufficient” and, in his perspective, are now presented “because of the teachers’ struggle”, which emphasizes Fenprof’s action here.

Porfírio Silva pointed out in his response that Alfredo Maia “assumed that there were positive proposals on the negotiating table”, although “insufficiently, which is a good principle”.

“If a government entered union negotiations thinking that all partners would say enough was enough, that government was naive. Perhaps the government is willing to improve its proposals”admitted.

As for the reasons that led the PS to reject the PCP’s budget proposals, the socialist leader claimed that “one cannot reform parts” and on the other hand criticized the “habit” of trying to solve all the problems in the state to solve Budget.

Livre’s deputy, Rui Tavares, defended the creation of “States General of Education” and warned that given what is happening, the “career in education is becoming less and less attractive to young people”.

In his opening speech, Porfírio Silva emphasized “the scope of the range of proposals” presented by the Minister of Education, “which are also combined with management measures to make the best possible use of teachers”.

But it must be said that, realistically, without demagoguery, without claiming that it is possible for a career to have something no other public career has, these proposals pave the way for solving other issues raised by teachers and unions. have been raised, namely the correction overtaking motivated by different modes of attachment, the modulation of progression conditions associated with the 5th and 7th levels, the fight against bureaucracy when it has no pedagogical usefulness. At the same time, against the tide of misinformation, , it is emphasized that the proposals scrupulously respect the principle that placements take place through professional graduation, in the same way that they do not transfer any competence related to teachers or pedagogy to the municipalities “he added.
