In parliamentary production, it is the government that orders the most

It is just over a year ago – March 29, 2022 – that the new parliament took office, following the parliamentary elections on January 30 of that year, where the PS of the largest party with a relative majority (108 deputies out of 230) largest party with an absolute majority (120 deputies). That same day, socialist Augusto Santos Silva was elected President of the Assembly of the Republic, with 156 votes in favour, 63 whites and 11 nil.

The production of bills by the parties has been intense. At the end of Friday afternoon, there were almost 700. It is a number that shows a strong acceleration of legislative production, at least if we compare it with the first legislature of the previous legislature (October 2019 to July 2020). : 478 accounts .

The production of diplomas by the parties increased, but the success of this production decreased.

In the period from October 2019 to July 2020, 62 bills were approved (in final and overall vote), in this last parliamentary year only 20 were approved.

The figures show that in the current legislature, now dominated by an absolute majority of the PS, there has been a clear formation of government from the legislative production approved by the deputies.

While in the first year of the XIV legislature (2019-2022) the number of approved government bills was about half (34) compared to the diplomas issued by the parliamentary groups (62), the panorama is now absolutely the opposite: the approved legislative output of the government (29 bills) is higher than the approved legislative output of the parties (20). And while the government has already approved most of its submitted proposals (47) (these 29), the failure rate of the banks is infinitely higher (out of nearly 700 projects submitted, only 20 were approved in a final and global vote). The rest have failed or are waiting for commissions.

Of the scarce 20 approved bills, the PS is the leader (six). However, it is the party that awards the fewest diplomas (22), which is explained by the fact that the legislative production of the socialist majority is mainly at the behest of the government.

The party with the most submitted projects is Chega: 136. Chega itself, however, has zero approved projects (in the final and global version and that is what this analysis is always about), which only happens with Livre, from the only deputy Rui Tavares.

All other opposition parties managed to get their diplomas approved: four for the Liberal Initiative, another four for the PAN, three for the BE, two for the PSD and one for the PCP (the second largest party in bills submitted, after Arrival).

Analysis of the data from Parliament’s website also shows that the larger the parties, the fewer projects they submit: the PS is the least productive and is followed by the PSD, with 48 bills. Of the Social Democrats, in its two approved pleas, one modifies the territorial boundaries between the parish of A-dos-Francos and the parish of Vidais in the municipality of Caldas da Rainha and the other approves specific provisions related to the exercise of functions of forest police in the forestry careers of the Autonomous Regions of the Azores and Madeira (a subject on which the socialists also have a recognized diploma). The PCP and the Bloc managed to give the polytechnic institutes a major victory, recognizing the possibility of awarding a doctorate. It should also be noted that PS, IL, BE and PAN all have final approval of the law decriminalizing assisted death.

More fragile matter

The parties present projects daily and the last to arrive on Friday were from PAN. The most recent has everything to cause controversy. The party’s only deputy, Inês Sousa Real, plans to criminalize the “so-called” proselytizing practices “of sexual orientation and gender identity or expression” – that is, practices “based on a vision of pathologizing homosexuality, clearly heteronormative “, in which, for example, the intention is to convert homosexuals into heterosexuals.
