The Prime Minister, António Costa, this Monday praised the Angolan position, in particular that of President João Lourenço, who condemned the invasion of Ukraine by Russian troops, stressing that there should be no ambiguities between the attacked and the aggressor.
This point of view was conveyed by António Costa at the beginning of the plenary session between the governments of Lisbon and Luanda at the Presidential Palace in Luanda, after the ceremony of the presentation of greetings by the Head of State of Angola, with military honors, hymns nationals of both landing and reviewing the troops.
In a short speech ahead of the signing ceremony of the bilateral agreements between the two countries, the leader of the Portuguese government referred to the war in Ukraine and said that “Portugal views with great appreciation the condemnation of the Russian invasion by Angola and, in particular by President João Lourenço”.
“There can be no ambiguity between the attacked and the aggressor. And we are aware of the impact of this war on global food security and the disproportionate impact on the most vulnerable countries,” he said, with the Angolan head of stands by his side.
In this regard, António Costa stressed that “Portugal has been actively advocating for the introduction of exceptions related to food products, within the scope of the sanctions regime, to mitigate the global food crisis”.
“These exceptions, which are included in the European Union’s packages of restrictive measures, should be extended to other essential commodities to ensure food security, namely in relation to fertilizers,” he added.
During his second official visit to Angola, which will end on Tuesday, António Costa will be accompanied by the Ministers of Finance, Fernando Medina, of Foreign Affairs, João Gomes Cravinho, of Economy, António Costa Silva, of Agriculture, Maria do Céu Antunes, and by the Secretary of State for Foreign Affairs, Francisco André.
Today, after lunch with João Lourenço, the Prime Minister visits Casais Angola, a company that is one of the major players in the engineering and construction sector in Angola, and Acail. The latter is considered a reference company in the sector of steel products, production of industrial, food and medicinal gases, prefabricated concrete products and the sale of medicines.
António Costa closes the day with a reception for Portuguese entrepreneurs in Angola, with the invitation of a hundred companies from different sectors: construction and engineering, banking, energy, agri-food, consultancy, health, tourism. Members of the Angolan government will also be present.
On Tuesday, the last day of the visit, the leader of the Portuguese executive will travel to the headquarters of Caixa Geral Angola (Caixa Geral de Depósitos holds the majority share capital with 51%), which targets the large and medium-sized large companies, and a visit to the fortress of São Francisco do Penedo (a historically valuable work by Mota-Engil) and the Portuguese school in Luanda.
Luanda’s Portuguese School has about 2,000 students, according to the Lisbon Executive, is directly governed by the Portuguese State, and has high school success rates.
At the end of Tuesday afternoon, the Prime Minister will leave for South Africa, where he will celebrate Portugal Day with the President of the Republic, Marcelo Rebelo de Sousa, together with the Portuguese communities of Johannesburg and Pretoria on Wednesday.
Invitation to the Angolan PR for the celebration of the 50th anniversary on April 25
This Monday, the Portuguese Prime Minister invited the Angolan President, João Lourenço, to attend the 50th anniversary commemorations of April 25, claiming that the Portuguese Revolution was a step that also represented the liberation of Angola.
This formal invitation from António Costa was handed over to the Angolan Head of State at the beginning of the plenary meeting between the governments of Lisbon and Luanda, after noting that the two countries are “approaching an important cycle from a historical and cultural point of view, aspects that are also fundamentally in the relationship between Portugal and Angola”.
“Next year we celebrate the 50th anniversary of April 25, 1974, and the following year [em 2025, os 50 anos da independência de Angola. Os dois eventos são indissociáveis, desde logo pelo impacto que a guerra de libertação angolana teve para o fim do regime fascista em Portugal, mas também pelo passo que o 25 de abril representou para a libertação de Angola”, considerou o líder do executivo português.
Neste contexto, o primeiro-ministro salientou que “Portugal teria todo o gosto em poder contar com Angola nestas comemorações do momento histórico”.
Um momento histórico “que nos permitiu ter entre os nossos dois países uma relação madura, sólida e fraternal”,acrescentou.
Na sua intervenção, António Costa referiu-se a uma dos pontos mais delicados das relações bilaterais: O das dívidas a empresas portuguesas.
“Queria também saudar a abordagem construtiva do governo angolano no pagamento das dívidas às empresas portuguesas. Desde 2018, foram dados passos muito importantes e importa prosseguir esse processo, para que as empresas possam continuar a contribuir para diversificação da economia angolana, devidamente capitalizadas”, disse.
A seguir, afirmou que as empresas portuguesas “estão aptas para investir em novas áreas na economia angolana, como o agroalimentar, energias renováveis, economia azul, pescas, turismo e outras que Angola defina como prioritárias”.
“Se as empresas portuguesas permaneceram em Angola nos momentos mais difíceis, Portugal também não esquece o acolhimento que Angola deu a dezenas de milhares de portugueses na pior fase da crise económico-financeira”, realçou.
No plano económico, o líder do executivo português considerou que, no ano em que Portugal e Angola celebram 45 anos de cooperação, “o novo Programa Estratégico de Cooperação 2023/2027 (PEC) estará associado a um envelope financeiro robusto para os próximos cinco anos: 50milhões de euros para projetos, programas e ações (um aumento de 42,8% face ao PEC anterior), assim como 500 milhões de euros sob a forma de empréstimos/linhas de crédito que acrescem ao saldo ainda existente de 200 milhões do PEC anterior”.
“O novo PEC continuará a privilegiar as áreas tradicionais da cooperação portuguesa, mas daremos prioridade às áreas que apoiem os objetivos de diversificação económica de Angola”, assinalou.
No seu discurso, António Costa defendeu que a relação entre Portugal e Angola “é sólida e foi já provada nos momentos difíceis que cada um dos nossos países atravessou”.
“As empresas portuguesas nunca deixaram Angola, mesmo nos momentos mais desafiantes, e têm dado um contributo para a diversificação da economia angolana e para a capacitação e formação de muitos cidadãos angolanos. Portugal está disposto a redobrar os seus esforços”, prometeu.
Entre os acordos que hoje serão assinados, o primeiro-ministro destacou o alargamento da linha de crédito de 1.500 milhões de euros para dois mil milhões de euros, “um instrumento importante para o desenvolvimento de Angola, mas também para a atividade das empresas portuguesas neste país”.
“É também motivo de satisfação testemunhar a concretização de novos projetos ao abrigo desta linha de crédito, como a assinatura do contrato para a construção da autoestrada entre e Cabinda”, apontou.
