He is not the formal leader of Junts per Catalunya, but he confirmed that in practice he is: the day after he received in the European Parliament Deputy Prime Minister and leader of Sumar, Yolanda Díaz, Carles Puigdemont gave a speech in which he has listed four conditions that your party must meet in order to start negotiations to facilitate the investiture, either from the leader of the PP Alberto Núñez Feijóo – who will present himself to the deputies on the 26th and 27th as a candidate for the premiership – or from the socialist Pedro Sánchez for a new mandate. While the PP said that this is not even worth talking to the Junts, the PSOE did not hide the inconvenience caused by the fugitive’s demands to the Spanish justice system, which became a central component to start a new journey to avoid the ballot box – but kept the door open.
“Spain has a complex solution dilemma: either it repeats the July elections, or it agrees with a party that maintains the legitimacy of October 1. [de 2017, data do referendo ilegal na Catalunha sobre a independência] and who has not given up unilateralism, nor will he renounce unilateralism as a legitimate means of asserting his rights,” exclaimed the former president of the Catalan regional government. Faced with this dilemma, Puigdemont presents himself as the man of providence, but he is only available to sit at the negotiating table if Pedro Sánchez’s party meets four conditions.
The list emphasizes the “complete and effective cessation of the judicial path against independence”, which would be implemented through a “broad spectrum amnesty law”, that is, not only valid for him and the other leaders involved in the attempted secession. , but for 4000 people who have been charged with it.
The remaining conditions include “respect for the legitimacy of independence”, the “creation of a mechanism for mediation and verification” of compliance with agreements and even “establishment of the boundaries established by international treaties”. Nothing difficult, according to Puigdemont, because “none of the conditions is in conflict with the Constitution and therefore with any European treaty, and they do not even require a long legislative process,” he says.
While the Socialists felt relief that they had not been subject to an independence referendum, they did not hide their embarrassment when they claimed to be “on the other side” of Puigdemont, but both the PSOE spokesman in Congress, Patxi López, as spokeswoman for the door government Isabel Rodríguez emphasized the path of dialogue with the Constitution as a framework. The Conservative leader, who should not have enough support to become head of government, said if an amnesty is a condition, it “makes no sense” for his party to meet the Junts.
