Charles Michel recognizes the lack of unanimity with the EU budget despite the consensus of the 26

The president of the European Council stated this Friday that only one country is against the long-term review of the EU budget and rejected speculation about the possibility of deciding only the 26.

“We finished our meeting tonight. We discussed the multiannual financial framework and 26 leaders agreed with the proposal in all its components. To be precise, one leader, Sweden, has to consult its parliament, according to the usual procedure for this . country, and a leader did not agree,” said Charles Michel, speaking to journalists at the end of the first day of the European Council in Brussels.

Despite the lack of agreement, the President of the Council stated that “there is strong support” for the proposal to review the long-term EU budget, which covers “all priorities”, from “support for Ukraine, migration and solidarity”.

“We will return to this at the beginning of next year,” he confirmed, adding, however, that there has been progress on enlargement and that the 27 sent “a very strong signal to European citizens and Ukrainians.”

Asked about the possibility of the issue going to the 26, as was the opening of formal negotiations with Ukraine and Moldova on Thursday – the Hungarian Prime Minister did not participate in the vote – Charles Michel refused to speculate on the matter and stated that he wanted to focus in achieving unanimity among member states.

The first day of the European Council ended this Friday in Brussels without an agreement on the review of the EU’s long-term budget, which includes financial support for Ukraine, with a new summit scheduled for early 2024.

After a day of intense negotiations, which began at 10:00 a.m. (9:00 a.m. in Lisbon) on Thursday and ended at 2:30 a.m. (1:30 a.m. in Lisbon) this Friday, the heads of Government and State of the EU did not No An agreement will be reached on the review of the multiannual financial framework (MFF) 2024-2027 and the financial reserve of 50 billion euros to support the reconstruction and modernization of Ukraine, European sources told the Lusa agency.

The same community sources indicated that a Portuguese proposal was on the table to move forward with only 26 Member States, distributing the burden among them, within the framework of the negotiation framework that has been perfected this afternoon, taking into account the blockade in Hungary, but There was no legal basis to support it.
