The list of models that will be eligible for the main subsidy for the purchase of an electric car will be announced on December 15. The vehicles will be evaluated to determine an environmental score, a way to favor cars assembled in Europe.

This is the big change announced for the 2024 ecological bonus. Although until now this aid was granted to all electric cars that cost less than 47,000 euros and weigh less than 2.4 tons, the Government has decided to condition the attribution of this subsidy to an “environmental benefit”. score”.

The idea: to take into account the carbon footprint of the entire production cycle, also a way to exclude certain models made in Asia, particularly in China.

The 2023 bonus remains valid until December 15

Starting this Tuesday, car brands sold in France can present their electric models in the hope of benefiting from this new ecological bonus, the amounts of which have not yet been announced, but will increase. In 2023, this aid is set at 5,000 euros and even, for the most modest homes, at 7,000 euros.

The specific digital platform of Ademe (Ecological Transition Agency) was inaugurated on October 10 to allow this state agency to calculate this environmental score based on the energy mix of the assembly activity, the materials used, the production of the battery and the necessary transportation. to transport the vehicle.

In just over two months, on December 15, the list of the lucky ones will be published. This will also be the deadline to order an electric vehicle and benefit from the current bonus, subject to delivery before March 15, 2024.

Automatic calculation and then manual control.

According to the government, these new rules should make it possible to reduce France’s carbon footprint by 800,000 tons of CO2 equivalent per year. Another figure stands out: models made in China currently represent almost a third of the bonuses paid, with a total budget of one billion euros to help the French go electric.

Ademe grants each manufacturer the right to connect to the file sending platform, specially developed for the occasion, and provide for its group or brand the requested information for each engine power and each battery capacity.

“The environmental score is automatically calculated by the platform based on the information provided by the manufacturers, but human examination will be necessary to control the declared values ​​based on the supporting documents provided by the manufacturers and also deposited on the platform,” he explained to Reuters Laurent Gagnepain, scientific and technical coordinator of the agency.

Vagueness around eligible future models

The issue remains delicate because, according to figures from the automobile platform (PFA), three of the best-selling electric models in France since the beginning of the year – the Tesla Model Y and Model 3 and the very affordable Dacia Spring – are mainly Made in China.

The MG4 from the Chinese group SAIC has gained a place every month since the summer among the 100 best-selling cars in France. We can also mention its compatriot BYD, world number two in electric vehicles, which has just launched its Dolphin with quite aggressive prices.

In an interview with the Journal de l’automobile, the president of the importing manufacturers united in Csiam, Yves Pasquier-Desvignes, explains that “the future bonus rule will end the electrification of the French market.”

For those disappointed on December 15, the government will offer them the chance to submit an appeal to prove that they are more virtuous than the average builder in their area. Manufacturers will then need to provide additional information to support their request.

“If there are vehicles produced in Asia that are very light, that are relatively virtuous, perhaps they could still be eligible, we believe there are at least some of them, however, it will clearly not be the majority, given the simulations we did.” we can do,” said a government source last month during the presentation of the system.

Enough to reactivate the hypothesis of maintaining the bonus for the Dacia Spring, while the Minister of Ecological Transition, Agnès Pannier-Runacher, had indicated that this model would lose it.
