730,000 votes
Nearly 30,000 citizens participated, particularly business leaders, who presented “about 5,500 proposals,” after having been the subject of 730,000 votes, Bercy lists in its press release, noting that it is “the first make.org ministerial consultation in terms of participants”.
Bercy is pleased that with “an average of more than 150 negative or positive votes on each of the usable proposals”, the exercise allows “to have a faithful image of the opinions of the French on each of them.”
The consultation, a method usually used by the ministry before legislating, “affected businessmen in all their diversity and in all territories,” adds Bercy, “with four participants out of five businessmen in the region.”
“One in four participants runs a small business, one in ten runs an SME and one in five is self-employed,” says the ministry, while “liberals and managers of large companies have also mobilized.”
Among the twenty topics addressed, the simplification of approaches and procedures accounts for 21% of the proposals, ahead of the simplification of rules and regulations (11%), online services (8%), social rights (8 %) and labor law. (6%).
The Pacte II bill presented before the summer
To this exercise there will be added a thousand proposals received from the professional federations and the five parliamentary speakers, after the public meetings they organized.
The full results will be announced in January and the Pacte II bill will be presented “before the summer” to Parliament.
The first law of the Pact, from 2019, already provided for simplification measures, including the single window for commercial procedures, which is being gradually implemented.
