France Travail, which will succeed Pôle emploi from 2024, “bets” that “everyone is employable”, says the director general of the public operator, Jean Bassères, in an interview with Parisian published on Tuesday.
“France Travail is a five-year project with progressive stages. The goal is to see the first effects from 2024, both on the side of companies and job seekers,” says Jean Bassères, during an exchange with four businessmen to the Economic Supplement Le Parisien.
The project “is to give visibility and more coordination between all the actors involved for the benefit of job seekers” (Pôle emploi, local missions, Cap emploi, departments, etc.), it continues.
“When a young person goes from the local mission to Pôle emploi, he repeats the same things twice. In a given territory, the challenge for France Travail is to have a vision of all the job seekers, the support they receive and their rate of return to employment” with computer systems that “facilitate exchanges”, explains Jean Bassères.
It also points to “a weak link” in the current system in “the way we keep track of RSA beneficiaries. Once registered with CAF, they are directed by the department towards social support, Pôle emploi or other partners.” find that a large fraction of people remain for a long time on an exclusively social course.
“We must also work on employment”, insists the head of Pôle emploi, while the government has selected 19 departments to experience the new integration system with “counterparts” in terms of activities.
Prior to the creation of France Travail, certain provisions will require legislative translation in the “full employment” bill expected in the spring.
Asked about the employment of the elderly, leading the stage with the pension reform, Jean Bassères also recalls that the latter are “less unemployed” than the general population (around 5.8% for those over 55, compared to 7.3%) but “they have more difficulty finding work”.
