Agirc-Arrco, which jointly manages the supplementary pension scheme for private sector employees, posted a surplus of €5.1bn in 2022, after a surplus of €2.6bn in 2021 and a deficit of €4bn in 2020, he said. On Wednesday.
“It’s a balanced and solid result,” said Didier Weckner, vice president of Agirc-Arrco, an employer representative who co-leads the institution with President Brigitte Pisa (CFDT). The Agirc-Arrco is a “solid regime that has what it takes to guarantee the demographic risks and the economic risks” that lie ahead, he estimated.
Reserves have not changed, at 68 billion euros. They respect the “golden rule” of the regime, which requires an amount that allows Agirc-Arrco to face at least six months of complementary pension payments. In 2022, the institution paid 86.5 billion euros to some 13 million pensioners, including a revaluation of pensions of 5.12% in November, to take into account the acceleration of inflation.
Increased income thanks to job creation and higher wages
The social partners will start negotiations on the management objectives of the plan from 2023 to 2026, which will determine the levels of supplementary pensions paid in the period. “It is a negotiation that must be closed at the end of June, according to the indications we have received from our constituents”, declared Brigitte Pisa.
Didier Weckner rejected the idea of a possible bonanza or a particular ease of the regime. The revaluation decided in November will cost 5,000 million euros in a full year, he recalled. The 2022 result and Agirc-Arrco’s reserves are “both necessary and sufficient to run the plan on a sound and long-term basis, without weighing on future generations,” he said.
The good financial health of this pension plan in 2022 is linked to the increase in its resources (+6.3%) due to job creation and salary increases. The effect of the current pension reform is not yet known. “As long as the law is not enacted, its effects are unquantifiable,” estimated Brigitte Pisa. Following its enactment, Agirc-Arrco will put a new pension simulator online for the public, integrating the effects of the reform. “It is planned for the month of June”, said the general director of Agirc-Arrco François-Xavier Selleret.
