The National Old Age Insurance Fund (Cnav) “will be ready” to concretely apply the pension reform on September 1, the date of its official entry into force, said its general director, Renaud Villard, on Wednesday.
The implementation of the reform represents an organizational challenge for the CNAV, which must train its agents in the new retirement methods and adapt its IT infrastructure, without causing disruptions for all the people who will leave in retirement in the coming weeks and months. .
The decrees for the implementation of the reform have not yet been published but they will be, he assured, in particular the publication scheduled for the beginning of June of the decree regarding the new “long-run” provisions, a key point of the reform.
Lack of personnel and suffering at work in CNAV
Asked about a survey by the weekly Politis, which evokes the suffering at work among CNAV employees, linked in particular to the shortage of personnel, Renaud Villard indicated that he does not “underestimate the cognitive fatigue of teams”, forced to quickly assimilate the new rules of the game.
More than a social conflict, the “real concern” is more “a form of strike with the feet” and “tiredness” of the teams, he explained, wishing he could quickly start negotiations with the unions on the quality of life at work.
The Cnav has received authorization to hire 500 people (full-time equivalent) to face the workload represented by the reform, of which 200 “began to be hired in advance in February,” it has stressed elsewhere.
