The National Assembly voted Monday night to add almost 12 billion euros in appropriations for the thermal renovation of homes, left-wing amendments approved to the chagrin of the government during the examination of the draft budget.
The RN supported these environmental and PS amendments. Although the government will probably not retain them in the final version of the budget, this is a new setback for the private presidential camp of the absolute majority in the Assembly.
The oppositions have crushed the balance of ‘MaPrimeRénov’, the renovation aid mechanism established in 2020.
The Government indicates lack of “coherence” of the oppositions
The deputies approved in rapid succession an environmental amendment of 6,850 million credits, then another socialist of an additional 5,000 million euros, despite the calls of “responsibility” from the macronistas.
The deputy of the EELV Eva Sas has asked “to go much further” in terms of “comprehensive rehabilitation” of homes.
“You are not up to the task,” he told the government.
The Minister for the Ecological Transition, Christophe Béchu, pointed to the lack of “coherence” of the opposition that adds “billions of euros to an apparatus that you tell us does not work.”
“You are juggling billions,” criticized her colleague from the Energy Transition, Agnès Pannier-Runacher. “Instead, help us build professional training courses” in thermal renovation, because the “order books” of specialized companies are “full”, she insisted.
Penalty Renewal Policy
“The amounts are justified,” replied RN Jean-Philippe Tanguy before calling ministers Agnès Pannier-Runacher and Clément Beaune (Transport) “bad” and raising a point of order.
MaPrimeRenov’ is “far off target,” with only “2,500 heat strainers” refurbished, noted LR Véronique Louwagie.
The general rapporteur of the budget, Jean-René Cazeneuve (Renaissance), criticized the left-wing coalition Nupes and RN for “voting together”: “you applaud each other, I will never get used to it”.
The Court of Auditors recently issued a very severe report on the policy of energy rehabilitation of buildings: “strong and effective management and an efficient support public service are lacking,” he laments.
Very likely, the government will once again resort to the constitutional weapon of 49.3 in this part of the budget and will have the possibility of rejecting these amendments.
