Filing of motions of no confidence, possible agreement between parties: after 49.3, what will happen?

Elisabeth Borne has decided to commit the responsibility of her government so that the pension reform project is approved. Now begins the game of motions of no confidence in the National Assembly.

And now? Prime Minister Élisabeth Borne finally decided to use article 49.3 of the Constitution to approve the pension reform. She thus compromises the responsibility of her government, which could be overthrown if the majority of the deputies of the National Assembly approve a motion of no confidence.

Imminent filing of motions of no confidence

The reform is now considered approved, unless a motion of censure is approved. The oppositions now have 24 hours, that is, until Friday at 3:20 p.m., to present said text. 56 signatories are needed for a motion allowing a presentation.

Once presented, the motion or motions of censure must be examined in the National Assembly within 48 hours. Depending on the time of presentation of the texts, they will be between Saturday and Monday, according to the decision of the Conference of Group Presidents.

According to recent statements by the different groups and parties, three motions of censure could be presented: one from NUPES, one from the RN (which has already been formalized by Marine Le Pen) and another, cross-partisan, which could be co-signed. by the Libertés, Independents Overseas and Territories (Liot) group, which has 20 deputies, in addition to the deputies Les Républicains. Deputies from Nupes, but not from La France insoumise, could also participate in this last motion.

Can a multi-party motion be voted on?

The possible inter-party motion seems to be the only one likely to be voted on because it does not come from the RN or the Nupes, who divide certain opposition camps. To be adopted, this text must gather 289 votes, which involves all Nupes deputies (149 people), all RN deputies (88), all Liot (20) and at least 32 of the 61 Republican deputies.

If this is the case, Elisabeth Borne’s government would be overthrown. Emmanuel Macron will then have the option of reappointing her to form a new government, elect another Prime Minister, or dissolve the National Assembly.
