Parties support the establishment of an international war crimes tribunal, PCP, from outside

Majority and opposition, with the exception of the PCP, this Friday supported the creation of a special international court to investigate war crimes in Ukraine, but ruled out Russia as a state sponsor of terrorism without a European decision.

“The PS follows the need for us to create and use all available international mechanisms, whether through the International Criminal Court or through other institutions directly established to try crimes committed in Ukraine that fall outside the scope of the ICC. so that these crimes can be brought to justice and so that reparations can also be made to Ukraine”stated PS deputy Francisco César.

The deputy intervened in plenary debate on five draft resolutions related to the war in Ukraine, including a recommendation from Chega that the government declare Russia a state sponsor of terrorism and two from PSD and PAN calling for the establishment of a special international court body investigating war crimes in Ukraine.

Chega leader André Ventura pointed out that the parliaments of Lithuania and Estonia have already declared Russia a state sponsor of terrorism and that the European Parliament and the Council of Europe have also passed resolutions.

For the PSD, Tiago Moreira de Sá believed that “war crimes of such gravity that cannot simply be ignored” are taking place in Ukraine, which evoke the “images of the Bucha massacre, which left 480 civilian dead” or the “massive graves in Irpin.

“In the face of this barbarity, states around the world must unite not only in political condemnation and absolute moral repudiation of these acts, but also in reaffirming a serious commitment to the international legal order.”defended.

The PAN deputy, Inês de Sousa Real, also defended that a special international court should be established to judge the war crimes committed by Russia, accusing “Putin and his regime” of leaving “a trail of death and wounded” in leave Ukraine. .

Following these interventions, IL parliamentary leader Rodrigo Saraiva pointed out that there is “evidence of torture, sexual abuse, arbitrary killing of civilians” and “mass deportations” in Ukraine. That is why his party supports the proposals aimed at investigating and prosecuting these crimes.

Regarding Russia’s declaration as a state sponsor of terrorism, the IL deputy said his party will make the Chega proposal viable as it “agrees with the basis of its content”, but noted that in order to have practical effects , this decision must be taken within the framework of the European Union.

For BE, MEP Isabel Pires stressed that her party supports initiatives “aimed at demanding justice and accountability for all war crimes”, making the PSD proposal viable, but not that of the PANs, which she said are specifically aimed at the actions of Russia.

Isabel Pires also ruled out Russia being a state sponsor of terrorism, emphasizing that this would mean “destroying any future possibility of diplomatic negotiations in the context of the war of Russian aggression against Ukraine”.

Without referring to any specific proposal, PCP deputy Bruno Dias referred that his party “condemns the criminal acts” that have taken place in Ukraine, but said the projects presented reproduce “similar initiatives” aimed at “deployment, promotion and escalation of the conflict”. “.

These are initiatives that “aim to impede or even make impossible the necessary dialogue for the purpose of resolving the conflict policy, while encouraging the continuation of Russia’s policy of confrontation, encirclement and isolation (…), and whitewash the deep responsibilities.” of the United States, NATO and the EU,” he said.

On the PS bench, Francisco César ruled out declaring Russia a state that sponsors terrorism, defended that support for Ukraine “cannot lead to extreme positions” that close the door to dialogue, and stressed that negotiations are underway and that this kind of decisions to be made. be taken within NATO or the EU.

Livre’s only deputy, Rui Tavares, defended that what is needed is “to have a European legal framework to designate states as sponsors of terrorists”, which currently does not exist, recalling that parliament has already passed a proposal from his party to investigate war crimes. committed by the Russian Federation.
