A “new chapter” between Kyiv and Washington
The earliest Thursday, the Ukrainian Parliament ratified the mineral agreement, signed with the United States after weeks of tormuntas and that, according to kyiv, could pave the way for the new US military aid.
The Ukrainian president, Volodymyr Zelensky, estimated that this text has already opened a “new chapter” in the relations between kyiv and Washington.
“Currently, (the agreement) is a solid basis for security cooperation and, in the long term, it offers Ukraine and the United States the opportunity to expand mutually beneficial economic collaboration,” added Volodymyr Zelensky, in a message posted on social networks.
This document refers to the extraction of minerals, oil and gas, 57 types of resources in total in Ukraine, which has faced the Russian invasion for more than three years.
According to the deputies, 338 parliamentarians voted in favor of this text, the minimum required is 226. However, it does not include security guarantees for kyiv, which, however, insisted on this condition.
“This agreement offers the possibility of benefiting from a new military aid (…) of the US administration,” said Economy Minister Iulia Svyrydenko, qualifying the text “History” in X.
“The agreement does not mention any debt”
The administration of Donald Trump announced its intention to quickly arrest war between Ukraine and Russia and their relationships spectacularly heated with Moscow, raising the end of the American crucial support in kyiv.
The bilateral agreement had been signed at the end of April after weeks of tensions between kyiv and Washington, who culminated during an altercation between Donald Trump and Volodymyr Zelensky in the Oval office in Washington at the end of February.
Contrary to what Donald Trump wanted, the document does not plan to tell Ukraine’s debt with the United States, American help granted for his predecessor Joe Biden since the beginning of the Russian invasion in 2022, as Ukraine.
“The agreement does not mention any debt, but only new investments. And it is very important that these investments be made in Ukraine,” said Loulia Svydenko in X.
The agreement does not include security guarantees, but offers “an opportunity to press Russia, since it shows that the United States is ready to protect its association and interest. They are not just my feelings, these are the words of the White House,” he said.
The text, on the other hand, establishes that the new US military aid can be registered as a contribution to a Ukrain-American investment fund, the minister recalled.
This fund for the “reconstruction” of Ukraine, devastated by more than three years of war, will be financed and administered equally by both parties.
The Ukrainian contribution will be composed of 50% of the royalties extracted from new licenses issued for the exploitation of natural resources, according to Kyiv.
